Looking at the Calendar, the legislative session should be winding down, but it doesn't look like the legislative calendar is going to align with the work that still needs to done in order to adjourn.

Medicaid expansion continues to dominate the talk at the Capitol. The House did announce a public hearing on expansion to take place on Tuesday, April 16th at 5:30.  If you are interested in signing up to speak or to submit written testimony on SF 296, click here. The Education Reform Conference Committee met twice this week. Their meeting on Tuesday was primarily to discuss the difference between the House and the Senate versions of the bill.  The meeting on Thursday had the House offering their version of a compromise to the Senate. On March 20th, the House passed HF 604 
(their version of education appropriations). On Thursday, April 11th, the Senate Appropriations Committee voted out their version of education appropriations.  They do have a bill and a spreadsheet but only the spreadsheet is available online right now.  Early Childhood Iowa funding is status quo. There is a $800,000 appropriation for state funding for Early Head Start. This funding allows those previous programs that received state funding prior to 2009 to reapply and also allows four additional programs to apply.

The Senate Appropriations Committee voted out  SSB1251 on Thursday. This is the Health and Humans Services
Appropriations bill.  Some highlights include: 
  • Increase from 145% FPL to 148% FPL for child care assistance eligibility.
  • Increase to the 75th percentile of the 2006 market rate for child care reimbursement
  • Allows for 12 month eligibility for child care assistance (a change from the current 6 months)
  • Provides $75,000 for an evaluation of the Quality Rating System for child care
  • Provides $25,000 for the creation of an app for parents to locate child care via the app
  • Provides a nearly 2 million dollar increase for 1st Five

Also, this week, a subcommittee was held on SSB 1250, (pay day loans). We have worked for the past several years trying to get legislation through both Chambers that clamps down on the predatory lending practices of these entities. The bill did make it out of subcommittee and hopefully will be brought up in committee next week.

SF 338 - An Act requiring background checks for school employees. UPDATE - made funnel - currently in House with amendment filed.

HF 351 - Deems a child who is 4 yrs old and attending preschool as being of compulsory school age unless a parent submits a letter withdrawing the child from preschool. UPDATE - made funnel - eligible for debate in Senate.

HF 482  - Membership requirement in ECI Boards. UPDATE - did not make funnel.

HF 500 - early childhood Iowa initiative requirements  for area boards. UPDATE - made funnel. Eligible for debate in Senate. Amendment filed.

SF 222 - EHS expansion by state of Iowa. Referred to Appropriations. UPDATE - funnel proof

SF 404 - an act relating to supplementary weighting for limited English proficient students and including effective date provisions.  UPDATE - did not survive funnel. House refused to take it up in Committee.

 SF 392  - an act relating to school breakfast programs. UPDATE - Referred back to Senate Education Committee.


Child Health and Well-Being:

SF 393 (formerly SSB 1001) - An act requiring pulse oximetry screening for newborns in a birthing hospital. UPDATE - made funnel. Eligible for debate in House.

SF 296 -Medicaid expansion - The bill requires DHS to amend the medical assistance state  plan to implement the bill with respect to the provision of   medical homes and the coverage of certain low-income adults. UPDATE - made funnel but House is substituting SF 296 with HSB 232

SF 399 (formerly SF 134) - Use of restraints on a pregnant woman inmate or detainee. UPDATE - Failed to make funnel - House refused to take up.

                  
SF 419  - vision screening for school age children. UPDATE
did not make funnel.

SF 350 - (formerly SF 178) - An Act relating to mandatory child abuse and dependent adult   abuse reporter training, and including applicability   provisionsUPDATE - did not make funnel - House refused to take up bill.

SF 337  - An Act providing for training on suicide prevention and  trauma-informed care for school personnel. UPDATE - did not make funnel - House refused to take up bill.

SF 381  - an act requiring the state building code commissioner to adopt standards and requirements for window fall prevention devices for windows.  UPDATE - did not make funnel - House refused to take up bill.

SF 440 (formerly SF 415) - Mental Health Reform. Creates a children's cabinet and a center for excellence for children's health. UPDATE - eligible for debate in Senate.

HF 590 - Act relating to child abuse reporting, assessment  procedures, and placement on the central registry for child abuse. UPDATE - eligible for debate in Senate.

HSB 229 - Act relating to human services involving mental health and disability services and children's services, making  appropriationsUPDATE - funnel proof

Family Economic Success:


SF 422 (formerly SF 88) - This bill increases the amount of the state earned income  tax credit. Currently, the credit is equal to 7 percent of the  amount of a taxpayer's federal earned income tax credit. The  bill increases the amount of the credit to 20 percent. UPDATE - waiting for House to take action.

SF 375 - Act providing for the establishment of the Iowa health   benefit marketplace. Par of the Affordable Care Act.

SF 441 - Act relating to child care by making appropriations for   state child care assistance and support for child care.


Bill Signed by Governor:

HF 160 - Appropriates $11.63 million in FY 13 from the federal children's health insurance fund to the DHS MH Redesign Transition Fund. Signed on 3/28.

Federal Update

President Obama Announces Details on Early Childhood In His Budget
US Capitol

  • First, parents: The plan expands voluntary home visiting programs that offer parents education and support, because parents are children's first teachers and central to their children's development (an additional $11 billion over the next 10 years).
  • Second, infant and toddlers: The plan expands high-quality child care for infants and toddlers - which is in short supply in communities across the country - by investing in partnerships between Early Head Start and child care programs ($1.4 billion in 2014).
  • Third, four-year-olds: The plan will give all children in low- and moderate-income families access to high-quality prekindergarten programs ($66 billion over the next 10 years). Expanded prekindergarten will be funded through a cigarette tax, which will have the added benefit of reducing smoking among older children.
In addition, for parents, infants, and toddlers, and preschoolers, the plan helps low-income families maintain access to child care assistance by providing an additional $500 million in mandatory funding for the Child Care and Development Block Grant (CCDBG) and helps states improve the quality of care by providing an additional $200 million in discretionary CCDBG funding.

Making Health Insurance Exchanges Work for Kids

(This paper is from our Friends at First Focus as a result of their collaborative work with those who care about children's health)

States and local stakeholders have a key role in determining how successful implementation of the Exchange-related provisions of the Affordable Care Act (ACA) will be for the nation's children. Therefore, it is critically important that state policymakers understand and address the key components of Exchange design and implementation that will positively affect children and their access to care. State-based, state partnership, and federally-facilitated Exchanges will work for children only if they meet the following criteria:

* Pediatric representation in Exchange governance

* Effective consumer assistance

* Comprehensive child-specific Essential Health Benefits

* Seamless coverage and care through strong coordination with Medicaid and CHIP

* Access to the health care providers kids need

* Appropriate pediatric-focused quality measurement and improvement

* Transparent Exchange planning and operation
