March 8th marked the end of the first funnel week. This means in order for bills to stay alive they need reported out of Senate committees or out of House Committees. So, there was a flurry of activity with many subcommittee meetings held in order to move the bill on to the respective Committee for consideration. Many of the bills passed out of Committees with amendments, unfortunately, the amended bills are not yet available online but should be available next week.

On Monday, the Senate released a new bill on education reform. This replaced the bill they released earlier this year. SSB 1228 was passed with an amendment out of the Education Committee yesterday on a party line vote.  The Iowa Senate Democrats posted a review of the bill and some key points here.  A few highlights around early childhood.

  • Preschool/Kindergarten Assessment fixes from last  year's legislation 
  • Requires Gold Assessments for preschool and kindergarten.  Makes consistent and comparable.  DE was suggesting two different assessments which is not supported by early childhood field/folks or schools
  • Preschool foundation aid funding can be used for PD and to buy playground equipment or other items related to motor development
  • Any funding remaining at end of year can be used to enroll more students the next year
  • Reading research center requirements expanded 
So, now the House and the Senate have passed their own versions of education reform. We will have to see what happens next!

On February 27th, the Senate Human Resources Committee passed out Medicaid Expansion legislation. SF 296 expands health care to 150,000 additional people.  It saves Iowa up to $206 million over the first seven years. For the first three years, expanded Medicaid will be paid for by the federal government. Then the state's share slowly increases until 2020, at which point Iowa will pay 10 percent of the total cost.

The Governor, of course, is opposed to expanding medicaid. After hearing him speak about his plan for several weeks, Governor Branstad finally presented his alternative to expanding Medicaid, the Healthy Iowa Plan.  We are glad to finally see a plan but have many concerns and questions about the plan. We are not alone in our concerns.

Many groups and organizations have expressed concern over the Governor's opposition to not expand medicaid.  During the two subcommittees held on the Senate bill to expand medicaid, there was not one person in attendance who spoke out against the Senate bill.  This has been and will continue to be a very important item that will have a huge impact on many Iowans!


Next week we anticipate debate on some of the bills passed out of Committee these last couple of weeks. However, the Senate Democrats (who control the debate calendar) are down to 25 votes since Senator Courtney is home recuperating from bypass surgery.  At least 26 votes are needed for any bill to receive a constitutional majority of the 50 elected members of the Iowa Senate.

Child Health and Well-Being:

SSB 1001 - An act requiring pulse oximetry screening for newborns in a birthing hospital. UPDATE - Passed out of Human Resources 3/6..

 SF 296 (formerly SF 71)- Medicaid expansion - The bill requires DHS to amend the medical assistance state  plan to implement the bill with respect to the provision of   medical homes and the coverage of certain low-income adults. (Companion bill is HF 83) UPDATE - Passed out of Committee on 3/4.

SF 134 - Use of restraints on a pregnant woman inmate or detainee. UPDATE - passed out of Committee with Amendment.

HF 98 - This bill relates to the mental health and disability  services (MH/DS) fund levy for FY 2013-2014 and FY
2014-2015 UPDATE - referred to Ways and Means  
HSB 32 - An Act relating to the penalties for the criminal offense of sexual exploitation of a minor by the purchase or possession of child pornography.

HF 160 - Appropriates $11.63 million in FY 13 from the federal children's health insurance fund to the DHS MH Redesign Transition Fund. UPDATE - Passed house 58-42 on 2/13. Referred to Senate Approps.

SSB 1159 - vision screening for school age children.
UPDATE: - Passed out of Human Services Committee on 3/4.

SF 350 - (formerly SF 178) - An Act relating to mandatory child abuse and dependent adult   abuse reporter training, and including applicability   provisionsUPDATE - passed out of Committee on 3/6.

SF 337 - (formerly SF 216) - An Act providing for training on suicide prevention and  trauma-informed care for school personnel. UPDATE - passed out of Committee on 3/6.

NEW:

SF 281 - an act requiring the state building code commissioner to adopt standards and requirements for window fall prevention devices for windows.  UPDATE - passed out of State Govt
Committee on 3/7.

HF 415 - makes numerous changes to child abuse assessments, the registry and other matters. UPDATE - amended and passed out of Committee 14-7.

SSB 1199 - Mental Health Reform. Creates a children's cabinet and a center for excellence for children's health. UPDATE - amended and passed out of committee  on 3/6.

Family Economic Success:


HF 1 - This bill relates to the taxpayers trust fund by modifying   the transfer of moneys from the Iowa economic emergency fund to 29the taxpayers trust fund.

SF 88 - This bill increases the amount of the state earned income  tax credit. Currently, the credit is equal to 7 percent of the  amount of a taxpayer's federal earned income tax credit. The  bill increases the amount of the credit to 20 percent. UPDATE - On Ways and Means Calender for 3/11 at 3:30.

NEW:

SF 72 - Act providing for the establishment of the Iowa health   benefit marketplace. Par of the Affordable Care Act.  UPDATE - passed out of Committee on 3/7 - party line vote.

SSB 1199, the children's mental health bill, was voted out of the Senate Human Resources Committee on 3/7.  There was an amendment that did several things:
  • Adds language to create a Center for Child Health Excellence
  • Adds an advocacy organization, member of ECI Stakeholders Alliance and a member of IA Academy of Pediatrics to the members on the children's cabinet
  • Places a greater emphasis on prevention and early intervention from ages 0-8
  • Defines research based practice
  • Further clarifies role of Children's Cabinet
Unfortunately, the amendment nor the amended bill are available online yet.
