E-NEWSLETTER
A Successful State House Hearing for Community Development Partnership Act

A diverse set of voices came out in support of The Community Development Partnership Act  (S.1427/ H.988) at a State House Hearing before the Joint Committee on Community Development and Small Business.  Eighteen people testified - including police officers, educators, environmental advocates, MACDC members - and over 70 support letters were submitted during the hearing.  Each piece of testimony - written or spoken - highlighted how this bill will support the important work that community builders are doing across the state.

Deputy Superintendent Mary Bourque of Chelsea Public Schools, Mayor Kimberley Driscoll of Salem and Boston Police Sgt Lacey Seighton listen to Officer Izzy Marrero testify before the Jt Committee on Community Development and Small Business.

An example of the powerful testimony came from Mary Bourque, the current Deputy Superintendent and soon-to-be Superintendent of the Chelsea Public Schools and a board member of Chelsea Neighborhood Developers: "I see this legislation as an opportunity for our state to support strong economic development in our struggling communities in order to stabilize the lives and thereby educational experience of our students."

The committee will now review the bill and hopefully report it out favorably.

MACDC Members and Staff visit Washington DC for Capitol Hill meetings and Annual NACEDA conference

MACDC members MACDCJoanna Ain of Housing Corporation of Arlington, Danny LeBlanc of Somerville Housing Corporation and Mickey Northcutt of North Shore Community Development Coalition joined MACDC staff Joe Kriesberg, Shirronda Almeida and Allison Staton for the Annual NACEDA Conference and Capitol Hill day.

The MACDC delegation met with staff from seven different congressional offices to advocate for $4 billion in CDBG funding for 2012, $88 million for housing counseling in the FY2012 budget and also to present a new idea to use nearly $300 million in deficit-neutral funds to create a Community Economic Development Grant Program within the Federal Home Loan Bank system.

The NACEDA conference itself was a terrific opportunity to reconnect and strengthen collaborations with other state CDC associations.  It was particularly exciting to see NACEDA's new Executive Director, Sam Yoon, in action.

One highlight for several members of the MACDC contingent was the opportunity to meet Elizabeth Warren, head of the Congressional TARP Oversight Panel, in the hallway outside Senator John Kerry's office.

Small Business Technical Assistance continues to be funded for FY12

MACDC is pleased to announce that one of our top priorities, ensuring the continued funding for the Small Business Technical Assistance Grant Program, has been fulfilled for FY12.  The Massachusetts Growth Capital Corporation (MGCC) announced in late May that it is accepting grant applications for participation in the FY12 Small Business Technical Assistance Provider Grant Program.  MACDC appreciates that MGCC has remained committed to the program after it was moved from the Executive Office of Housing and Economic Development last year with the passage of An Act Relative to Economic Development Reorganization (Chapter 240) of 2010.  Proposals are due on June 28, 2011 and grants are expected to be announced on or about July 15, 2011.

The RFP can be found on MGCC's website.
