School Board Work Session Update 3-14-13
Dr. Yennie's Rezoning Recommendation
Dr. Yennie has recommended that the School Board take no action for the 2013 - 2014 school year on any of the scenarios. However, he recommended the approval of Scenario Three for the 2014 - 2015 school year. This would allow 16 months for planning the transition. Planning for the future focuses our budget process this year, allowing for purposeful cuts that would not impact future decisions. A transition team can be developed to include principals, teachers, students, parents, and central office administration to work through the implementation questions and provide the board and the public frequent updates.
Budget Implications for 2013 - 14
Rezoning has budget implications, and the savings for closing buildings is not only compounded each year, but also the school system avoids costly maintenance expenditures in the future. Budget cuts this year can occur in a few specific areas:
- High school and middle school staffing - high schools and middle schools would need to be staffed on a specific ratio rather than the programs that have been created in the past. Staff reductions of 20 - 25 positions throughout the system would need to be made in order to begin to reach a balanced budget.
- Sequestration at the federal level will require a 5 - 10% reduction in federal funds, and large part of Title I funds are tied to full time classroom assistants. A cut in Title I funds cannot be made without a commensurate cut in full time instructional aides in the general purpose budget. Dr. Yennie will recommend that we reduce the number of full time instructional aides to match sequestration, which could save approximately $250,000 to $500,000.
- 5% reduction in discretionary spending would save approximately $250,000.
- Other ideas have included retirement incentives or job sharing.
