Heat Illness Can Be Deadly

 

During hot weather, especially with high humidity, body temperature can rise to dangerous levels and lead to heat exhaustion or heat stroke if workers don't drink enough water and rest in the shade. 2,630 workers suffered from heat illness and 18 died from heat stroke and related causes on the job in 2014. Most heat-related illnesses and deaths are totally preventable.

 

Any worker exposed to hot and humid conditions is at risk of heat illness, especially those doing heavy work tasks or using bulky protective clothing and equipment. Some workers might be at greater risk than others if they have not built up a tolerance to hot conditions, including new workers, temporary workers, or those returning to work after a week or more off.

 

Under OSHA law, employers are responsible for providing workplaces free of known safety hazards, including protecting workers from extreme heat. An employer with workers exposed to high temperatures should establish a complete heat illness prevention program, including:

  • Provide workers with water, rest and shade.
  • Allow new or returning workers to gradually increase workloads and take more frequent breaks as they acclimatize, or build a tolerance for working in the heat.
  • Plan for emergencies and train workers on prevention.
  • Monitor workers for signs of illness.

To prevent heat related illness and fatalities workers should:

  • Drink water every 15 minutes
  • Rest in the shade to cool down
  • Wear a hat and light-colored clothing
  • Learn the signs of heat illness and what to do in an emergency.
  • Keep an eye on fellow workers

Training on Scaffold Hazard Recognition an Essential Safety Requirement

 

An estimated 2.3 million workers in the construction industry work on scaffolds, and the Bureau of Labor Statistics estimates 10,000 workers are injured every year in scaffolding accidents. Protecting these workers from scaffold-related accidents could prevent many of these injuries and save U.S. employers up to $90 million annually.

 

OSHA Standards require all employees who work on scaffolds to be trained on scaffold hazard recognition and prevention. Workers must be trained by a qualified* person to recognize the hazards associated with the type of scaffold used and to understand the procedures to control and minimize those hazards.

 

A competent* person must train all employees who erect, disassemble, move, operate, repair, maintain or inspect scaffolds. Training must cover the nature of the hazards, the correct procedures for erecting, disassembling, moving, operating, repairing, inspecting, and maintaining the type of scaffold in use.

 

OSHA Standards require retraining when (1) no employee training has taken place for the worksite changes, scaffold changes or falling object protection changes; or (2) where the employer believes the employee lacks the necessary skill, understanding or proficiency to work safely.

The OSHA Training Center is offering OTC 301 - Scaffolding Safety Standards at its San Francisco Bay Area location in Dublin, California, on July 11-13, 2016. This 3-day course, which includes hands-on exercises, covers OSHA compliance standards for various types of scaffolding, including supported, suspended and aerial lifts; how scaffolds work; and how to perform basic load analysis, and offers 2.3 CEUs.

 

*Qualified person is defined as one who, by possession of a recognized degree, certificate or professional standing, or who by extensive knowledge, training and experience, has successfully demonstrated his ability to solve or resolve problems relating to the subject matter, the work or the project.

 

*Competent person is defined as one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them.

OSHA's Outreach Training Program was established to train workers in the basics of safety and health hazard recognition and prevention. OSHA authorizes trainers who complete the 4-day construction or general industry train-the-trainer courses to conduct the 10-hour and 30-hour construction or general industry safety and health hazard recognition and prevention courses.

Outreach Trainers are also required to have five years of construction or general industry safety experience. A college degree in occupational safety and health, a Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) designation in the applicable training area may be substituted for two (2) years of experience.

 

Outreach Trainers are authorized to train for four years. Prior to the end of four years, trainers must take an update course to renew their authorization for another four years. There are two update courses available:

Heat Safety App

OSHA's Heat Safety App - available in both Android and iPhone versions - allows workers and supervisors to calculate the heat index for their worksite, and, based on the heat index, displays a risk level to outdoor workers. Then, with a simple "click," you can get reminders about the protective measures that should be taken at that risk level to protect workers from heat-related illness, including reminders about drinking enough fluids, scheduling rest breaks, planning for and knowing what to do in an emergency, adjusting work operations, gradually building up the workload for new workers, training on heat illness signs and symptoms, and monitoring each other for signs and symptoms of heat-related illness.
