February Safety Spotlight from the OSHA Training Center

 

Accident (Incident) Investigation

OSHA strongly encourages employers to investigate all incidents in which a worker was hurt, as well as close calls, in which a worker might have been hurt if the circumstances had been slightly different. Investigating a worksite incident- a fatality, injury, illness, or close call- provides employers and workers the opportunity to identify hazards in their operations and shortcomings in their safety and health programs. Addressing underlying (root) causes is necessary to understand why an incident occurred, to develop truly effective corrective actions and to minimize or eliminate serious consequences from similar future incidents.

Hazardous Materials

OSHA's general industry standards for hazardous materials handling covers a wide variety of hazardous materials, including flammable and combustible liquids, compressed gases, LP-gases and cryogenic liquids. Hazardous materials and toxic substances pose many health hazards to workers, such as irritation and sensitization, as well as physical hazards, including flammability, corrosion and reactivity, which can damage lungs, skin and eyes. OSHA requires that all workers with potential exposure to hazardous materials receive training in the proper handling and storage of hazardous and toxic substances.

Excavation and Trenching Safety

Excavation and trenching are among the most hazardous construction operations. Cave-ins pose the greatest risk and are much more likely than other excavation related accidents to result in worker fatalities. Other potential hazards include falls, falling loads, hazardous atmospheres and incidents involving mobile equipment. Trench collapses cause dozens of fatalities and hundreds of injuries each year.

 

OSHA revised Subpart P, Excavations, of 29 CFR 1926.650, 29 CFR 1926.651 and 29 CFR 1926.652 to make the standard easier to understand, permit the use of performance criteria where possible, and provide construction employers with options when classifying soil and selecting employee protection methods. Pacific Coast Safety Fest 2016 Offers Free OSHA Classes

 

2013 Pacific Coast Safety Fest Pacific Coast Safety Fest 2016, a free occupational safety and health training event sponsored by OSHA and hosted by Region IX OSHA Training Institute Education Centers, including the OSHA Training Center at Chabot-Las Positas Community College District, takes place on March 14-18, 2016, in California, Nevada, Arizona and Hawaii. Contractors, small business owners, professional technical educators, businesses required to follow OSHA standards and anyone interested in creating a safer workplace are encouraged to attend.

Cal/OSHA Construction Industry Pocket Guide Now Available

 

A revision to the Cal/OSHA Pocket Guide to the Construction Industry was announced on 12/16/15, including regulatory updates in the following areas:

  • Structure erection and construction - 1710
  • Forklifts - 3650
  • Hazard Communication - 5194
  • Heat Illness Prevention - 3395
  • Lockout/blockout Procedures - 3314
  • Personal Protective Equipment - 1514, 3380, 3384

In other news Cal/OSHA released an update on their enforcement goals (per their 5-Year Strategic Plan):

  • Targeting the Mobile Workforce - Construction - preventing the leading causes of injuries and illnesses from 1) falls, 2) electrocution, 3) struck-by, and 4) crushed by/caught between. Cal/OSHA inspectors will be looking at these when on construction sites.
  • High Hazard Unit is one of six regional units within Cal/OSHA and targets inspections using DART rates. The only construction NAICS code is for framing contractors. The High Hazard unit generally conducts ~ 200 inspections each year.
  • Heat Illness Prevention - Cal/OSHA will conduct approximately 2,300 inspections coded for HIP each year to ensure HIP programs are up-to-date and consistent with the revisions effective 5/1/15.
