OSHA Training Center Gears Up for Annual National Safety Stand-Down to Prevent Falls in Construction

The OSHA Training Center at Chabot-Las Positas Community College District is gearing up for the second annual National Safety Stand-Down to Prevent Falls in Construction, sponsored by the Occupational Safety and Health Administration (OSHA), from May 4-15, 2015. OSHA's goal for this year's event is to reach over 3 million workers, a 300% increase over last year's participation, which would result in almost 4 out of 10 U.S. construction workers receiving some form of fall prevention training.

Because falls account for the highest number of deaths in the construction industry, it is vitally important to raise awareness about the hazards associated with falls on construction jobsites. Fatal falls and injuries take a terrible toll on workers and their families. The National Safety Stand-Down provides employers an important opportunity to recognize the hazards that cause falls and train workers how to prevent them.

Fall prevention resources and information on how to conduct a successful National Safety Stand-Down activity may be found on the OSHA website

To help support OSHA's fall prevention initiatives, the OSHA Training Center is offering OSHA #3115 - Fall Protection, an overview of state-of-the-art technology for fall protection and current OSHA requirements, at the following locations:

OSHA #3115 - Fall Protection

April 6-8 and October 5-7 | Sacramento, CA Safety Center

May 19-21 | San Francisco Bay Area - Dublin, CA

June 13-15 | Southern CA - Bakersfield

August 21-23 | Southern CA - Carson

November 16-18 | Las Vegas, NV Area

Why Supervisors on Construction Sites Need Safety Training

Supervisors play a key role in creating a safe work environment on construction jobsites. As on-the-job representatives of management, their responsibilities include:
  • Role modelling and inspiring safe worksite behavior
  • Providing workers with appropriate safety training
  • Assessing the work environment for potential safety hazards
  • Conducting accident investigations
  • Helping to ensure that their company is complying with Federal and State OSHA regulations
In order for supervisors or workers designated by management with responsibility for others' safety to be effective in their role, it is important that they receive training in the recognition, avoidance, abatement and prevention of safety and health hazards workers may face on construction worksites.

OSHA's 30-hour Outreach Training course* covers specific OSHA standards and requirements as they apply to the construction industry, provides information regarding workers' rights, employer responsibilities and how to file a complaint, and is designed for those who have some responsibility for the safety of other workers.  The OSHA Training Center is offering OTC 107 - OSHA 30-hour Outreach Training for Construction at its Dublin, California, location on March 23-26, 2015.

Supervisors and other workers with safety responsibility who are trained in hazard recognition and prevention can help support construction companies' legal and ethical obligation to keep their construction jobsites safe, healthy and accident-free.

*OSHA's Outreach Training Program is voluntary and does not meet training requirements for any OSHA standards.

Preventing Electrical Hazards

Electricity has long been recognized as a serious workplace hazard.  OSHA's electrical standards are designed to protect employees exposed to dangers such as electric shock and electrocution.

Normal and regular use of electrical equipment can cause wear and tear that results in insulation breaks, short-circuits and exposed wires.  Without ground-fault protection, a ground-fault can send current through a worker's body, resulting in serious injuries and fatalities.  Even when the power system is properly grounded, electrical equipment can instantly change from safe to hazardous because of extreme conditions and rough treatment.  To reduce electrical hazards:

  • Use ground-fault circuit interrupters (GFCIs) on all 120-volt, single-phase, 15- and 20-ampere receptacles, or have an assured equipment grounding conductor program (AEGCP).
  • Ground all power supply systems, electrical circuits and electrical equipment.
  • Frequently inspect electrical systems to insure that the path to ground is continuous.
  • Do not remove ground prongs from cord- and plug-connected equipment or extension cords.
  • Use double-insulated tools and equipment, distinctively marked, and ground all exposed metal parts of equipment.
  • Visually inspect all electrical equipment before use. Remove from service any equipment with frayed cords, missing ground prongs, cracked tool casings, etc.
  • Avoid standing in wet areas when using portable electrical power tools.

Visit OSHA's Electrical webpage for more information on standards, hazard recognition and possible solutions.

The OSHA Training Center is offering OSHA 3095 - Electrical Standards at its Dublin, California, location on March 30-April 2 and October 5-8, 2015.

Safety Inspection Tips

Workplace safety inspections are an effective method of hazard control and can provide a systematic method for companies to involve supervisors, employees, safety coordinators and/or safety committees in the process of eliminating workplace hazards.

What to include

When conducting a safety inspection, it's important to look at the organization's entire safety program, including:

  • Processes
  • Equipment
  • Workplace environment
  • Employee training
  • Emergency plans

How often?

Safety inspections should be conducted at least every six months.

Who conducts the safety inspections?

The most effective inspections are done by employees familiar with the workplace, task or job. One suggestion is to have a supervisor and an employee from the area work together.

Handling inspection findings

Follow-up on the findings of safety inspections is critical, including:

  • Developing a correction for each problem
  • Setting a deadline for the corrections
  • Reviewing inspection reports for trends, persistent problems and factors contributing to problems

Conducting periodic safety inspections is an excellent way to ensure everyone's commitment to safe work practices, provide practical training in safety awareness and minimize workplace hazards.

The OSHA Training Center is offering OTC 308 - Safety Inspection Techniques at its Dublin, California, location in April and August.
