OSHA Updates Recordkeeping Rule
 

The Occupational Safety and Health Administration (OSHA) has issued a new final rule requiring employers to notify OSHA when an employee is killed on the job or suffers a work-related hospitalization, amputation or loss of an eye. The new rule, which also updates the list of employers partially exempt from OSHA recordkeeping requirements, takes effect January 1, 2015, for workplaces under federal OSHA jurisdiction.

 

Workplace injuries and fatalities are completely preventable, and these new requirements will help OSHA focus its resources and hold employers accountable for preventing them.  The updated rule will also improve access by employers, employees, researchers and the public to information about workplace safety and health and increase their ability to identify and abate serious hazards.

The OSHA Training Center is offering OSHA 7845 - Recordkeeping Rule Seminar for employers and others interested in learning more about OSHA's updated recordkeeping requirements.

New Fall Protection Resource for Residential Construction

 

The Center for Construction Research and Training (CPWR) Data Center, the research arm of the AFL-CIO Building and Construction Trades Department (BCTD), in conjunction with the National Institute for Occupational Safety and Health (NIOSH), has funded the development of a new educational website that catalogs fall protection equipment for residential construction. Developed by Dr. Vicki Kaskutas, a Washington University School of Medicine researcher, the Fall Protection Resource for New Home Construction website catalogs 148 fall prevention devices utilized in residential construction.

 

Equipment is classified under two categories: the type of fall protection or the phase of construction, and each device is described in detail, with photos and other useful information. 

 

Overview of OSHA-Approved State Plans in Region 9

The Occupational Safety and Health Act of 1970 encourages states to develop and operate their own job safety and health programs.  OSHA approves and monitors State Plans and provides up to 50 percent of an approved plan's operating costs.

 

All four of the states within the OSHA Training Center at Chabot-Las Positas Community College District's Region 9 operate complete State plans (covering both the private sector and state and local government employees), including:

 

California

California Department of Industrial Relations

The Division of Occupational Safety and Health (DOSH), better known as Cal/OSHA, is the occupational safety and health division of the California Department of Industrial Relations. It protects workers from health and safety hazards on the job in almost every workplace in California (excluding federal employees) through its research and standards, enforcement and consultation programs. Arizona

Industrial Commission of Arizona

The Arizona Division of Occupational Safety and Health (ADOSH) retains jurisdiction over occupational safety and health issues within Arizona, excluding mining operations, Indian Reservations, and federal employees. This jurisdiction encompasses approximately 2.1 million employees and 130,000 public and private establishments. Visit Arizona State Plan for more information.

 

Nevada

Nevada Division of Industrial Relations

The Nevada Occupational Safety and Health Administration (Nevada OSHA) is part of the Division of Industrial Relations, Department of Business and Industry, and is responsible for the enforcement of Nevada OSHA safety and health standards. The Nevada State Plan applies to all public and private sector places of employment in the state excluding federal employees. Visit Nevada State Plan for more information.

 

Hawaii

Hawaii Department of Labor and Industrial Relations

The Hawaii Occupational Safety and Health Division (HIOSH), part of the Department of Labor and Industrial Relations, administers the Hawaii Occupational Safety and Health Law for all private and public sector places of employment in the State (excluding federal employees). Important Reminder: OSHA Outreach Trainer Update Requirement

To stay current on relevant OSHA matters, Outreach trainers are required to attend a trainer update course every 4 years. The trainer course may also be retaken to maintain a trainer's authorized status. If a trainer's authorization status has expired, the trainer has a 90-day grace period after their expiration date to take the update course. The 90-day grace period is designed to allow for unexpected circumstances like course cancellations, illness, and other unavoidable obligations such as jury duty.

 

During the grace period, the trainer will be unable to conduct Outreach training and receive 2 student course completion cards. After the grace period, a trainer's authorization status may only be reinstated by retaking the trainer course. If a trainer's authorization has expired, they will be unable to conduct Outreach training and receive student course completion cards. Extensions to the grace period will not be granted.
