I am proud to announce that the first
THSA 2014 mini-conference will be held in Houston in collaboration with Harris County Department of Education (HCDE) on April 24-25th.  There will be two mini conferences a year, a large conference the following year, and back to the rotation of two mini conferences.  The Board is also excited about the upcoming joint 2015 conference with Region VI, scheduled for October 2015 in Austin, Texas.  The joint venture will include a celebration marking Head Start's 50th Anniversary and Awareness Month. 
                                                                            

As we work to prepare for an informative two-day conference, I want to thank the planning committee for their dedication and commitment to provide a  high quality conference.   We will be looking forward to your attendance as we make plans to offer outstanding professional development to Head Start administrators, staff,  parents and friends.  Please visit the website for detailed descriptions of the mini-conference training sessions.

Restoring Sequestration 

  

The Consolidated Appropriations Act of 2014 signed on Jan. 17, 2014 includes an increase of approximately $1.025 billion in Head Start funding over the fiscal year 2013 funding level. The increase will restore 5.27 percent reduction grantees received from sequestration and provide grantees with a cost-of-living adjustment (COLA). It also will expand Early Head Start-Child Care (EHS-CC) Partnerships.

 

The expectation is that grantees will use these funds to restore the number of funded enrollment slots, the number of days or weeks in the program year, or the other cuts programs made to absorb the reduction. If there are any circumstances that make full restoration of services or slots challenging, grantees should work with their Regional Office. OHS released Program Instructions on February 10, 2014 regarding the FY 2014 Funding Increase. FY 2014 Cost-of-Living Adjustment (COLA)

 

Each grantee may apply for a COLA increase of 1.3 percent of the FY 2012 base funding level.  Base funding excludes training and technical assistance funds and any one-time funding grantees may have received in FY 2012.  COLA funds are to be used to increase staff salaries and fringe benefits and to pay for higher operating costs.  Programs that use COLA funds to increase staff salaries should increase the hourly rate of pay and permanently increase the Head Start pay scale rather than only increase the salaries of current employees. Sections 653 and 640(j) of the Head Start Act provide further guidance on the uses and limitations of the COLA funds. Section 653 of the Act restricts compensation to a Head Start employee that is higher than the average rate of compensation paid for substantially comparable services in the area where the program is operating.  Section 640(j) of the Act requires that the compensation of Head Start employees must be improved regardless of whether the agency has the ability to improve the compensation of staff employed by the agency that do not provide Head Start services.

 

   

A National Overview of Grantee CLASS™ Scores in 2013

 

During the 2012-2013 program year, the Office of Head Start (OHS) used the Classroom Assessment Scoring System (CLASS™) Pre-K Teacher-Child Observation Instrument during its on-site reviews of grantees. CLASS-reliable reviewers visited a random sample of preschool classrooms to obtain grantee-level scores. 2013 Head Start Audit Supplement

  

Office of Management and Budget (OMB) Circular A-133 requires annual audits of states, local governments, and nonprofit organizations that expend $500,000 or more from federal awards in a fiscal year.  Head Start and Early Head Start grantees and delegate agencies are audited using the OMB A-133 Compliance Supplement, which includes both general compliance requirements and requirements specific to Head Start. The current Compliance Supplement was issued in March 2013, and is applicable to fiscal years beginning after June 30, 2013.

 

  

Health Update of Obesity Rate for Young Children   

  

Federal health authorities recently reported a 43 percent drop in the obesity rate among 2- to 5-year-old children over the past decade, the first broad decline in an epidemic that often leads to lifelong struggles with weight and higher risks for cancer, heart disease and stroke. The drop emerged from a major federal health survey that experts say is the gold standard for evidence on what Americans weigh.  New evidence has shown that children who are overweight or obese at 3 to 5 years old are five times as likely to be overweight or obese as adults.  Read more.

Learn about benefit programs and how to get help by visiting yourtexasbenefits.com.  This website allows individuals to apply for several benefit programs such as SNAP food benefits, Medicaid/CHIPS, TANF, Medicare savings program and long term care.  Families can create an account to find benefits, check interview times and check status of their case.  Families can upload documents and/or scan in documents.  This website will assist families in keeping their benefits from lapsing.  There is staff available online to help the families navigate the system. Click here to learn more.   

 
Texas Training & Technical Assistance Team


Texas Head Start Training and Technical Assistance Network is comprised of seven ECE Specialists.  The Texas team supports Head Start/Early Head Start programs in improving program quality and implementing practices that ensure School Readiness for young children.  The ECE State Center focuses on four priority areas: School Readiness, Career and Professional Development, Parent and Family Engagement, and Collaboration.  It is the goal of the ECE Specialists to assist programs in planning and developing a thoughtful approach to each of these areas leading to positive outcomes for children.

 

The ECE Specialists serve as an additional layer of support for the grantees. In this role they collaborate with other early childhood leaders in the state to provide high quality training opportunities, resources, and to promote the implementation of evidence based standardized practices for children birth to five.  Click here to learn more about the T/TA System.   

Local Community Happenings 

Re-Competition Grant Awarded to Texas City ISD

 

The staff of Texas City ISD is excited to announce that they are officially a Head Start grantee agency.  In July of 2013, they were awarded the five-year project for 154 students with an annual grant total of $1,150,888. 

The grant allowed the program to transition from half-day to full day classes for the 2013-14 school year.  It also included additional teaching positions, a curriculum and instructional specialist and family advocates. 

 

TCISD has had the Head Start program since the summer of 1965.   The program was launched by Calvin Vincent, who was also the first African-American administrator in TCISD.  In his honor, the program has been named, TCISD "Calvin Vincent" Head Start Program.

 

The program will continue to focus on preparing students for kindergarten, in addition to offering comprehensive services, which include health, nutrition, support and resources to parents.  Classes are held at  Calvin Vincent Early Childhood Center, a newly renovated campus for the expanded Head Start and TCISD Prekindergarten Programs.
