We are in the midst of diligently planning for the 28th Annual Training Conference to be held July 20 - 24th at the Marriot Hotel in Sugar Land, Texas. The theme for 2013,"Forging Ahead for a Prosperous Future," reflects the overall goal we want Head Start Programs to achieve. As we work to prepare for an informative conference, I want to thank the planning committee for their dedication and commitment to have an exciting and inspiring conference. Special thanks to Helen Wright, Conference Chairperson, and hosting grantee, WSS Tri-County Child Development, Inc. We are looking forward to your attendance.
The THSA 2013 Scholarship applications are now available for qualified members. All scholarships will be awarded at the upcoming 2013 training conference. Information on Regional and National Scholarships for eligible members are also included in this edition. Please adhere to all scholarship application requirements to ensure all criteria are met.

Office of Head Start Latest News...
Sequestration Cuts in Head Start Programs-- The Budget Control Act of 2011 required the President to issue a sequestration order, a series of spending cuts, that was effective March 1. The Office of Head Start, which is part of the Department of Health and Human Services, has given local programs the authority to choose how to implement the mandatory cuts. Sequestration reduces federal funding provided for fiscal year (FY) 2013. That means that grantees currently operating with FY 2013 funding will have their annual funding level reduced in their current budget year. Those grantees currently operating with FY 2012 funds will receive a reduced funding level at the time of their FY 2013 refunding. Head Start Providers Improve Quality Through New Competitions, Greater Accountability -- The Department of Health and Human Services this week is entering the next stage of strengthening quality and accountability in Head Start, beginning negotiations with approximately 160 potential winners of a competition that, for the first time ever, required providers to show they are offering children the best early education services available in their community. The negotiations with this first group of grantees are the next step in an ongoing process put in place by a new rule implemented by the Obama Administration that - for the first time - require all lower-performing Head Start grantees that fail to meet a new set of rigorous benchmarks to re-compete for continued federal funding. What is Solar? -- SOLAR stands for Strengthening Operations for Learning And Results. It is a process-based tool designed to help Head Start and Early Head Start directors, managers, and supervisors examine program issues and staff skills to develop a Training and Technical Assistance (T/TA) plan.
Solar consists of three main components:
The SOLAR Profiler is an online, password-protected database that stores information and generates reports on program staff and their skills. The Profiler supports profiles for preschool classroom staff; infant/toddler classroom staff; directors, managers, and supervisors; family, health, and disabilities services staff; home visitors; and support staff. Each profile type contains a set of performance-based indicators to assess the skill level of each employee.
The SOLAR Planner is a stand-alone application for generating and tracking T/TA plans.
The Frequently Asked Questions or FAQs serve as a comprehensive guide for the SOLAR Profiler and the SOLAR Planner. The FAQs explain what is required for using the SOLAR tools and how the process can be integrated as part of planning staff development and training.

Head Start Programs are encouraged to assess their program's PFCE practices across all the OHS PFCE Framework Elements. When family engagement activities are systemic and integrated across the Framework Elements - your program's systems and services - family engagement outcomes are achieved, resulting in children who are healthy and ready for school.
The Digital Markers of Progress is a tool used to track your program's progress in promoting effective family engagement toward positive outcomes for families and children's development and learning.

Texas Core Competencies for Early Childhood Practitioners and Administrators -- In October 2010, the federal government made funds available to the Texas Early Learning Council to build on the Core Knowledge Areas, and produce new, detailed, voluntary Core Competencies for all early childhood professionals in the state. The Texas Early Learning Council (TELC) and the Texas Head Start State Collaboration Office (THSSCO) collaborated to bring these Core Competencies to Texas. THSSCO houses the Texas Early Childhood Professional Development System (TECPDS), which was created to ensure that high quality professional development opportunities are available statewide to individuals working in early care and education. This document lists observable competencies that, when accomplished, demonstrate competency in a particular area of knowledge. The Children's Learning Institute implements the Texas School Ready! project as an early education approach that serves at-risk preschool-aged children through shared resources between public and private early childhood education programs. Head Start Program Spotlight
Congratulations to Kenneth Gilbert: New CEO Head Start of Greater Dallas
Kenneth R. Gilbert, who has served as Head Start of Greater Dallas' chief of operations and a member of the organization's board of
directors for nearly 25 years, was named chief executive Monday by a unanimous vote of the board. He is the organization's second CEO, succeeding longtime CEO and founder Wanda M. Smith, who retired. Gilbert joined the organization as chief financial officer in 1988 and was promoted to chief operating officer in 1998. "Ken has demonstrated consistent leadership in his tenure as COOl," said board president Clay Curtis. "He has a passion for early childhood education and a desire for all of our children to be school-ready. He consistently meets or exceeds his goals and delivers a high-quality work product and is always on time and on budget. We are in good hands with him as our new CEO." Gilbert will work to increase the organization's brand recognition in the community, increase fund-raising for the agency, which needs to raise more than $9 million each year, and ensure that Head Start is poised to meet increasing demands for federal oversight. "Kenneth Gilbert will build upon Head Start of Greater Dallas' well-deserved reputation as one of America's most innovative Head Start programs," said National Head Start Association board chairman Rob Herndon. "I am humbled by the appointment to succeed such a dynamic and iconic leader as Wanda Meshack Smith," Gilbert said. "I look forward to leading this organization and the children and families we serve to continued success." Gilbert is a sought-after training and technical assistance professional for Head Start programs across the nation. He holds memberships in the National Head Start Association, the Institute of Management Accountants and the National Association for the Education of Young Children and is a past president and current treasurer of the Texas Head Start Association. He is active in the community at the local and state levels and is a member of the Head Start State Collaboration Office Advisory Board. Gilbert is a 2004 Leadership Dallas alumnus and a 1991 alumnus of the prestigious Head Start Johnson and Johnson Management Fellows Program at UCLA. He holds a B.A. in accounting from Bishop College and an MBA from Amberton University. He is married with three children. Head Start of Greater Dallas is a nonprofit organization that provides children with a foundation of skills and knowledge that they can use to be successful in school and life. It also fosters self-reliant families and communities. The agency serves more than 4,400 children at 46 full-day centers throughout Dallas County. Head Start depends on community support for approximately $9 million of its funding every year.

Bates Responsible Parent Award
Harris County Department of Education Head Start
Two Harris County Department of Education (HCDE) families are on the road to self sufficiency thanks to the agency's longtime sponsor Bates Collision Centers.
Kimberlee Owens, a Fifth Ward parent, and a R.P. Harris parent Laura Hernandez, each received keys to a refurbished car as winners of this year's Bates Responsible Parenting Award & Benevolence Program.
Leila Bates, who with her husband Lee, owns Bates Custom Collision Centers in Baytown and North Channel said Owens and Hernandez were obvious choices. Bates said the selection process was based on a demonstrated need and at what they had done to help themselves and their families. These two have demonstrated a true desire to be independent. Owens received a 2005 Dodge Neon and Hernandez received a 2004 Ford Expedition. Congratulations to Laura Hernandez and Kimberelee Owens!

THSA SCHOLARSHIP ANNOUNCEMENT

THSA scholarship application package is made available to deserving individuals who can benefit and achieve their goal of acquiring a higher education. Information on each type of scholarship that is awarded is included in the 2013 Scholarship Packet.
All applications for the THSA Scholarships must be mailed to the THSA Scholarship Committee, and postmarked no later than Tuesday, June 30, 2013.
The National Head Start Association's Scholarship and Awards Program is open to individual, program and affiliate members of NHSA in good standing. Each scholarship and award provides additional criteria to guide nominations.
