NAHB Communication Initiative Program
The NAHB Envoy program is a communication initiative that enlists members like you - NAHB leaders - to help educate all federation members about key issues and the value of NAHB membership. This will help educate all federation members about the wide range of benefits you have as a part of your three-level NAHB membership (local, state, and national) and about the value that NAHB membership brings to your day-to-day business operations.
NAHB will provide Envoys with news and information they can use to communicate with fellow members. We want to make sure members know how to take advantage of the benefits of membership and all the resources available to them.

NAHB International Builders' Show
The 2015 IBS in Las Vegas, NV
Beginning September 2, 2014 HBAG members will be able to register for the 2015 IBS (January 20-22) and reserve a hotel room in the selected HBAG hotel block. Visit www.buildershow.com for more information regarding the show and to register. Georgia delegation will be staying at Caesars Palace with a rate of $190 per night*. The deadline to reserve rooms is Monday, November 19.

Fall Membership Contest
The Home Builders Association of Georgia is joining in the fun with NAHB on the Fall Membership Contest. Below are some of the details.

Your Help Needed During August Recess

Dear NAHB Member:
Congress is returning home for its traditional August recess, which presents the NAHB federation with a great opportunity to meet with senators and representatives. Earlier this year in March, NAHB's Bringing Housing Home campaign provided NAHB members the chance to spend quality time with federal lawmakers; the August recess is another great opportunity to follow-up on the pro-housing messages. If we're going to be successful at advancing our priorities in the final days of this Congressional session, we need your help! Please take a moment to work with your state and local HBA leadership to schedule a meeting with your representative and senator.
The two important policy issues that Congress can help NAHB's members are reforming the US housing finance system and halting the Environmental Protection Agency's (EPA) alarming expansion of the Clean Water Act (CWA). Attached are talking points on both issues.
First, NAHB strongly supports Senate-led efforts to reform the US housing finance system, and our allies in the Senate are asking us to help create momentum for the housing finance reform legislation. A true national economic recovery cannot occur until the housing industry regains its pre-depression levels. The one way to create a more robust housing market is through passage of S. 1217, the Housing Finance Reform and Taxpayer Protection Act of 2014. This legislation preserves the affordable 30-year fixed rate mortgage, inspires more private capital to return to the market, and protects the American taxpayer from future bailouts. S. 1217 was approved by the Senate Banking Committee with bipartisan support in May, but has stalled before reaching a full vote by the US Senate. Your help is needed to demand Senate action on S. 1217. Talking points: Housing Finance Reform
Second, EPA's proposed expansion of the CWA will interfere with the ability of individual landowners to use their property and negatively impacts economic growth. Specifically, EPA's proposal will dramatically increase the cost and time needed to obtain a wetlands permit prior to home construction, which will greatly impact the fledgling housing recovery. H.R. 5078, the Waters of the United States Regulatory Overreach Protection Act, has been introduced by Representative Steve Southerland (R-FL) and will prevent the EPA from regulating ditches, mudflats, prairie potholes and other water features under the CWA. Your representative should be made aware of the EPA's unwarranted intrusion into land use and urged to become a cosponsor of H.R. 5078. Talking points: EPA's Clean Water Act Overreach
Both the housing finance reform and CWA issues are important to the health of the housing industry. Please work with your state and local HBA leaders to schedule time during the August congressional recess to meet with your senators and representatives to ask them to support S. 1217 and H.R. 5078.
In-person meetings are the best avenue for grassroots motivation on our key housing priorities. However, if your lawmakers are unable to meet during the recess, please use the following links to contact your federal representatives by email or telephone.

Emergency Amendment to IRC
Dwayne Garriss, State Fire Marshal, presented SCAC members at the meeting on July 24, 2014 with an emergency amendment to the 2012 International Residential Code (IRC) pertaining to elevators in one and two

family dwellings and the clearance between the hoistway and elevator doors, reducing the gap from five inches to a maximum three inch gap. Fire Marshal had met with HBAG EVP, Kelly Lass and HBAG Vice-President, Neal Davis and Regulatory Affairs Consultant, Bettie Sleeth to develop a cost-effective solution to prevent accidental deaths and injuries to children. Mr. Garriss also discussed the advisory letter sent to homeowners with elevators already installed and the memo sent to elevator companies informing them of the up-coming changes to the code. Tim Williams, HBAG Past President and the home building industry representative, made a motion to adopt the emergency amendment in the interest of child safety to the 2012 edition of the International Residential Code (IRC) by adding a new section R321.1.1. The issues with the current code requirements were brought to the Fire Marshal's attention as a result of a story of serious injuries to a child in Forsyth County by Investigator Reporter, Dana Fowle of FOX-5 News. Questions about the A Liveable Lifestyle Home Program? Come to a special in-depth presentation at the HBAG Fall Board Meeting in Savannah on Sept 10 at 1 PM (during Regulatory Affairs). Chairman Jim Chapman and other ALL builders will be there to present the details of the program and answer questions. You will see the ALL features and how they have been incorporated into a number of homes in the program. We will also be launching our new dedicated ALL - A Liveable Lifestyle Home website!
ALL is a voluntary certification program presenting design features built into a new home or within a remodeled home that promote a liveable and accessible lifestyle. It is a home for ALL people - young or old, and of all abilities. ALL is a State-wide program. It works for builders and consumers in all price points and home types.

The Builders Engaging Associate Members (BEAM) Award is an award designed to recognize one builder who best exemplifies the ability to use the goods and services offered by member companies. These members are chosen by a committee and the Georgia state winner will be announced at the 2014 HBAG Fall Board Meeting. The Georgia state winner will then go on to compete at the national level and this winner will be announced at the 2014 NAHB International Builders Show.
