2014 Legislative Rally at the Capitol
"BUILDING A BETTER GEORGIA"

Thank you to all of the HBA builder members, associate members, and executive officers from throughout the state that gathered for the Legislative Rally at the State Capitol this past Tuesday, January 28th despite the inclement weather conditions. There was a great turnout and local HBA members were able to meet with state legislators and discuss the legislative session, as well as thank the legislators for their hard work throughout the year. It was the perfect opportunity for talking with local legislators and learning the issues important to them that might affect home building. Members were welcomed to the Capitol by Secretary of State Brian Kemp. Mr. Kemp said a few brief words about this years legislative session. He provided some insight into the 'fast and furious' session ahead, as well as the year ahead, and discussed the updated Secretary of State website.
HBAG members were given the opportunity for a photo with Governor Nathan Deal. Each member in attendance was given a large, blue button emblazoned with the HBAG logo and the theme of the day, "Building A Better Georgia". Members
were then able to interact with state senators and representatives for the majority of the morning. Legislators and staff were invited by members to a delicious Williamson Brothers BBQ lunch.
Thank you again to all of the members that attended this successful Legislative Rally. HBAG Staff and senior officers hope that all of you had safe travels back home and throughout the week!

NPDES & Erosion Control News
The New Green Book is out!
Georgia Soil and Water Conservation Commission (GSWCC)
has issued the 6th Edition of the Manual for Erosion and Sediment Control in Georgia, also known as the "Green Book" or "Design Manual,". It has been revised, with changes effective January 1, 2014.
Keep in mind there is 1-year TRANSITION PERIOD effective through December 31, 2014. The transition will allow individuals time to understand and begin implementing the new requirements along with allowing manufacturers time to have their Best Management Practice (BMP) products tested so they can qualify in Georgia.
Revisions include the addition of new BMPs, as well as benchmark standards for most new and existing BMPs. The benchmarks are a result of data collected from standardized testing procedures which were approved by the GSWCC and completed on randomly selected products and practices.

Lead Repair, Renovation and Painting (RRP) News
GEORGIA LEAD CERTIFICATIONS ARE ONLY GOOD FOR THREE YEARS, EVEN IF YOU TOOK YOUR CLASS BEFORE GEORGIA GOT ITS PROGRAM AND YOUR CERTIFICATION CARD SAYS IT IS GOOD FOR FIVE YEARS!!!
On December 9, 2010 the State of Georgia adopted the Lead Renovation, Repair and Paining Rule (RRP) and issued its own regulations, which are different from the original EPA regulations. Now is the time to check your certification and get renewed or you may expire. Here in Georgia, your RRP certification is only good for three years. No matter when you took your class, you must obtain a license from the state of Georgia and renew your certification within three years. If you miss your three-year mark, you can BUY the fourth year from the state of Georgia (you pay double the licensing fee for that year). This will buy you one more year before you have to take your 1/2 day refresher class. If you go over the fourth year, then you must take the initial all over again!

REMINDER- NEW BUILDING CODES WENT INTO EFFECT JANUARY 1, 2014
New editions of the construction codes, including the 2012 International Residential Code (IRC) with Georgia State Amendments became effective January 1, 2014 for all houses and other structures permitted after that date.
All of these codes have Georgia amendments which are posted on the Department of Community Affairs (DCA) website here.
Note: The requirements for the Energy Code did not change. Georgia remains under the 2009 International Energy Conservation Code (IECC) with Georgia amendments.
HBAG has been very involved in the adoption process of these code editions over the past 2 years, with representatives on most the review task forces and with the State Codes Advisory Committee and DCA Board.
New code books may be purchased from the International Code Council (ICC) at www.iccsafe.org, or from NAHB at www.buildersbook.com. Local HBA's may also have the code books available for purchase. Colleges and technical schools that teach construction or engineering usually have these code books available in their bookstores.
