On January 28, 2014 at the Winter Board Meeting, HBAG Board of Directors will elect a representative to serve a three year term to the Georgia Health Plan Trust Board of Trustees.

Please join us for the 2014 Winter Board Meeting on January 28, 2014. HBAG will be holding a Builder's Rally at the Capitol prior to a BBQ lunch and the Board of Directors Meeting. The theme of the day is 

"Building A Better Georgia".

  

All HBA members and local executive officers are invited and encouraged to attend this one-day event for the opportunity to meet with the Georgia legislators and discuss the legislative session, as well as, ways to assist their community's planning, designing and funding for local housing.

  

This is the perfect opportunity for talking with local legislators and learning the issues important to them that might affect home building. In return, legislators are able to learn from individuals in the building industry.

 

Legislative lunch registration is $25 per person.

REMINDER- NEW BUILDING CODES WENT INTO EFFECT JANUARY 1, 2014 

 

New editions of the construction codes, including the 2012 International Residential Code (IRC) with Georgia State Amendments became effective January 1, 2014 for all houses and other structures permitted after that date.

 

All of these codes have Georgia amendments which are posted on the Department of Community Affairs (DCA) website here. 

 

Note: The requirements for the Energy Code did not change. Georgia remains under the 2009 International Energy Conservation Code (IECC) with Georgia amendments.


HBAG has been very involved in the adoption process of these code editions over the past 2 years, with r
epresentatives on most the review task forces and with the State Codes Advisory Committee and DCA Board. 

 

 New code books may be purchased from the International Code Council (ICC) at www.iccsafe.org, or from NAHB at www.buildersbook.com. Local HBA's may also have the code books available for purchase.  Colleges and technical schools that teach construction or engineering usually have these code books available in their bookstores.

NEW NPDES PERMIT ISSUED

 

The new NPDES General Permit Nos. GAR100001 (Stand Alone), GAR100002 (Infrastructure) and GAR100003 (Common Development) have been issued by the Environmental Protection Division (EPD) Director effective September 24, 2013.  The Common Development Permit is the one used by residential construction. The Permit is effective for 5 years.

 

The Permits authorize storm water discharges to the waters of the State of Georgia from construction activities and are part of the Federal Clean Water Act Permit.

Coverage may be obtained by submitting the applicable Notice of Intent (NOI) - Version 2013. The form is available on EPD's website upon issuance of the permits. Facilities or sites with an existing storm water discharge associated with construction activity were required to submit a "re-issuance" NOI- Version 2013 no later than 90 days after the effective date of the new permits or December 24, 2013. Failure to submit an NOI by that date can result in severe penalties. Contact EPD immediately if your permit needs to be reissued to minimize any penalties.

 

A residential Common Development frequently has a Primary Permittee (owner/operator or developer) and Secondary Permittee(s) (builders of individual lots). There is also a third category, "Tertiary Permittee", which means either the Owner or Operator of a remaining lot(s) within a common development (as defined in this permit) conducting a construction activity where the primary permittee and all secondary Permittees have submitted a Notice of Termination or where a Primary Permittee no longer exists.

 

There are some new Tertiary Permittee requirements for smaller parcels (5 acres or less) that should provide financial and paperwork reduction for these projects. HBAG Past President, Rick Porter and HBAG Consultant for Regulatory Affairs, Bettie Sleeth, served on the NPDES Stakeholders Task Force. NAHB DUES INCREASE

 

This is a reminder that the NAHB dues increase of $16 per member took effect January 1, 2014. The new rate is $166  for members with renewal dates of January 1, 2014 and for new members submitted in January and forward.

 

Renewing members cannot avoid the increase by paying early, but new members submitted prior to December 31, 2013 can join for the current NAHB dues amount of $150.

Membership dues to HBAG have no scheduled increase and remain at $100 per member.

HBAG ELECTION GUIDELINES 

 

HBAG has a vacancy for the Vice President Secretary position for the Home Builders Association of Georgia. It is the duty of the nominating committee to qualify candidates seeking this position. The nominating committee shall oversee the election and may set such rules as it deems necessary to have an orderly election and fulfill the requirements of the bylaws.

In accordance with the HBAG bylaws, a candidate for office must make known to the nominating committee, in writing, his or her intentions to seek that office, by a specified time. Below is a list of offices and the required written notice period.
