 DRBC WORKSHOPS
 
The state has developed and is conducting  a comprehensive training program for building officials and the construction industry on the importance, implementation and enforcement of the Disaster Resilient Construction Appendices. The training will focus on the provisions within the appendices and aid in helping a community to determine which options may apply to provide increased requirements beyond what may be currently enforced. The one day workshops consist of  (2) three hour sessions with a lunch break. The appendices workshops are provided free of charge and registration is required:

On January 28, 2014 at the Winter Board Meeting, HBAG Board of Directors will elect a representative to serve a three year term to the Georgia Health Plan Trust Board of Trustees.

REMINDER- NEW BUILDING CODES IN EFFECT JANUARY 1, 2014 

 

New editions of the construction codes, including the 2012 International Residential Code (IRC) with Georgia State Amendments will become effective January 1, 2014 for all houses and other structures permitted after that date.

 

All of these codes have Georgia amendments which are posted on the Department of Community Affairs (DCA) website here. 

 

Note: The requirements for the Energy Code did not change. Georgia remains under the 2009 International Energy Conservation Code (IECC) with Georgia amendments.

 

HBAG has been very involved in the adoption process of these code editions over the past 2 years, with representatives on most the review task forces and with the State Codes Advisory Committee and DCA Board.

NOTICE TO ALL PRIMARY, SECONDARY AND TERTIARY NPDES PERMITTEES

 

For sites where construction activities, subject to the NPDES General Permits, occurred on or before the effective date, September 24 2013, of the new NPDES General Permits and the permittees did not submit a valid Notice of Termination prior to September 24, 2013 - the permittees must submit a Re-Issuance Notice of Intent for an existing construction site no later than 90 days after the effective date of the new NPDES General Permits.

 

Re-Issuance Notices of Intent must be postmarked before December 24, 2013- copies of the new Notice of Intent  (Version 2013) forms for Primary, Secondary and Tertiary Permittees and the Permits are available on the EPD webpage here. Take Action

 

If a permittee fails to comply with this requirement, the permittee must then submit an Initial NOI for a new construction site, prepare and submit a new Erosion, Sedimentation and Pollution Control Plan and pay all applicable fees for a new project.

Congratulations to Greater Atlanta HBA Award Winners

 

Bob Chapin- 2013 Lewis Cenker Award

 
Congratulations to Mr. Bob Chapin, Charter Bank, for receiving the 2013 Lewis Cenker Award. The Lewis Cenker Award is the HBA's most prestigious award honoring an individual's lifetime achievements and their contributions to the advancement of the housing industry. The award was named in honor of one of the industry's icons- Mr. Lewis Cenker. He was President of the association in 1960 and the only member of the HBA to serve as President of NAHB.
  
Bob is an industry veteran with a distinguished career spanning 3 decades and is recognized as one of Atlanta's most prominent construction lending professionals. He is highly respected as an expert in the building community for his uncompromising integrity and personal character. These qualities, along with a genuine compassion for others, were the framework for the significant contributions Bob has made to the housing industry, the HBA, and his community.  
 
Neal Davis- 2013 Builder of the Year
  
Congratulations to Mr. Neal Davis, Neal Davis Homes, for receiving the 2013 Builder of the Year award. The Builder of the Year award is presented annually to a member of the Greater Atlanta HBA who has demonstrated their commitment to professional excellence. This award recognizes a builder for their contributions to furthering the goals and mission of the HBA through volunteer efforts within the association , the housing industry as well as community and charitable service.
  
For more than a decade, Neal has generously put his leadership skills to work in support of the HBA's goals. Neal has been actively involved in the Greater Atlanta HBA and served as President in 2012. Neal is currently Vice President/Treasurer/Secretary of HBAG. Neal is often described as steady and consistent, and he is respected throughout the building community for his industry service and professional integrity.
  
Betsy Sheppard- 2013 Associate of the Year
  
Congratulations to Ms. Betsy Sheppard, Gilbert & Sheppard Group, for receiving the 2013 Associate of the Year award. The Associate of the Year award is presented annually to a member of the Greater Atlanta HBA in recognition of their accomplishments in the areas of service to the industry and association, professional excellence and community involvement, furthering the mission and goals of the association.
  
Betsy is fully invested in the housing industry, her community and in the success of her co-workers, clients, and peers. She is extremely active in the Greater Atlanta HBA and has been active with HBAG through helping to form the A Liveable Lifestyle (ALL) Home Program. Betsy is also very active with the NAHB 50+ Housing Council.
DCA Office of Construction Codes Wins Award for Excellence in Energy Code Compliance

The Georgia Department of Community Affairs (DCA) was recognized as the State Level Winner of the Standard Bearers Award for Excellence in Energy Code Compliance. This prestigious national award honors state and local jurisdictions that have raised compliance with state energy codes and achieved energy reduction using smart and innovative cost-effective strategies.

 

DCA received the award for creating a low-cost statewide Duct and Envelope Tightness(DET) Equipment Loan Program. "Duct and Envelope Tightness" refers to the amount of heated or cooled air that a building loses and is an indicator of energy efficiency. In 2011 the Department adopted an energy code that required most new home construction to undergo testing for duct and envelope tightness. To defray the cost of this testing, the Department purchased the necessary equipment and loaned it to HBAG and HBAG then distributed the equipment to their local home builders associations to rent at very low rates. Additionally, DCA issued a grant to HBAG to administer the statewide equipment loan program for two years, after which each local home builders association will have the option to purchase the used equipment and continue the loan program voluntarily.

 

This innovative solution made testing equipment accessible across the state and helped lower the cost of DET testing from $600-$800 to $150-$200 per test. Homebuilders in Georgia benefited from the program, as well as the families who have purchased those energy efficient homes and are now enjoying lower energy costs. Congratulations to the  staff of the Office of Construction Codes for their hard work!

 

NAHB DUES INCREASE

 

This is a reminder that the NAHB dues increase of $16 per member will take effect beginning January 1, 2014. The new rate is $166  for members with renewal dates of January 1, 2014 and for new members submitted in January and forward.

 

Renewing members cannot avoid the increase by paying early, but new members submitted prior to December 31, 2013 can join for the current NAHB dues amount of $150.

Membership dues to HBAG have no scheduled increase and remain at $100 per member.

HBAG ELECTION GUIDELINES 

 

HBAG has a vacancy for the Vice President Secretary position for the Home Builders Association of Georgia. It is the duty of the nominating committee to qualify candidates seeking this position. The nominating committee shall oversee the election and may set such rules as it deems necessary to have an orderly election and fulfill the requirements of the bylaws.

In accordance with the HBAG bylaws, a candidate for office must make known to the nominating committee, in writing, his or her intentions to seek that office, by a specified time. Below is a list of offices and the required written notice period.
