HBAG Seeking Candidate for Georgia Healthplan Trust Trustee
On January 28, 2014 at the Winter Board Meeting, HBAG Board of Directors will elect a representative to serve a three year term to the Georgia Health Plan Trust Board of Trustees.

NEW BUILDING CODES IN EFFECT JANUARY 1, 2014
New editions of the construction codes with Georgia State Amendments will become effective January 1, 2014
New editions of 6 mandatory construction codes and 1 optional code go into effect. All new houses and other structures permitted after January 1, 2014 will have to comply with new codes. They are as follows:
- 2012 International Residential Code (IRC)
- 2012 International Building Code (IBC)
- 2012 International Plumbing Code (IPC)
- 2012 International Mechanical Code (IMC)
- 2012 International Fuel Gas Code (IFGC)
- 2012 International Fire Code (IFC)
- 2012 Swimming Pool & Spa Code (ISPPC) ( *optional)
All of these codes have Georgia amendments which are posted on the Department of Community Affairs (DCA) website.
Note: The requirements for the Energy Code did not change. Georgia remains under the 2009 International Energy Conservation Code (IECC) with Georgia amendments.
HBAG has been very involved in the adoption process of these code editions over the past 2 years, with representatives on most the review task forces and with the State Codes Advisory Committee and DCA Board. Georgia is transitioning from the 2006 editions of most of these codes so numerous changes have occurred. Check with your local HBA for training sessions.
Code books may be purchased from the International Code Council (ICC) at www.iccsafe.org, or from NAHB at www.buildersbook.com. Local HBA's may also have the code books available in their bookstore. Local colleges and technical schools usually have these codes available in their bookstores if they teach construction or engineering subjects.

REMINDER ABOUT NEW NPDES PERMIT REUIREMENTS
The new NPDES General Permit Nos. GAR100001 (Stand Alone), GAR100002 (Infrastructure) and GAR100003 (Common Development) have been issued by the Environmental Protection Division (EPD) Director effective September 24, 2013. Facilities or sites with an existing storm water discharge associated with construction activity must submit a "re-issuance" NOI (Notice of Intent) - Version 2013 no later than 90 days after the effective date of the new permits. Failure to submit an NOI can result in severe penalties.
The Common Development NPDES Permit is the one used by residential construction. The Permit is effective for 5 years.
The Permits authorize storm water discharges to the waters of the State of Georgia from construction activities and are part of the Federal Clean Water Act. Permit coverage may be obtained by submitting the applicable Notice of Intent (NOI) - Version 2013 form, which is available on EPD's website upon issuance of the permits.
A residential Common Development frequently has a Primary Permittee (owner/operator or developer) and Secondary Permittee(s) (builders of individual lots). There is also a third category - "Tertiary Permittee" means either the Owner or Operator of a remaining lot(s) within a common development (as defined in this permit) conducting a construction activity where the primary permittee and all secondary
Permittees have submitted a Notice of Termination or where a Primary Permittee no longer exists.
There are some new Tertiary Permittee requirements for smaller parcels (5 acres or less) that should provide financial and paperwork reduction for these projects. EPD is still finalizing the guidelines. HBAG Past President, Rick Porter and HBAG Consultant for Regulatory Affairs, Bettie Sleeth served on the NPDES Stakeholders Task Force. HBAG ELECTION GUIDELINES
HBAG has a vacancy for the Vice President Secretary position for the Home Builders Association of Georgia. It is the duty of the nominating committee to qualify candidates seeking this position. The nominating committee shall oversee the election and may set such rules as it deems necessary to have an orderly election and fulfill the requirements of the bylaws. In accordance with the HBAG bylaws, a candidate for office must make known to the nominating committee, in writing, his or her intentions to seek that office, by a specified time. Below is a list of offices and the required written notice period.

Dear Fellow Georgia Home Building Industry Member,
I recently learned during The National Association of Home Builders (NAHB) Fall Board of Directors' Meeting that our peach state ranks fairly low in terms of overall individual contributions to BUILD-PAC, NAHB's political action committee. I was disappointed to hear this after spending a few days learning about what NAHB advocacy efforts are doing for us and our businesses.
While it might be difficult to understand how these national issues affect us at the local level, we need to make it a priority to support the association that represents our voice and our interests, along with the pro-housing, pro-business candidates that advocate on our behalf. BUILD-PAC is OUR voice at the national level working behind the scenes to ensure our industry and our businesses remain vital to this economy.
As an active member of the home building industry, I am the incoming Chair of Professional Women in Building as well as a current high ($1,000 annually) contributor. Believe me, I know first-hand that times have been tough, our businesses and personal lives have suffered, and we have all cut back in some way, shape or form. We are, though, seeing strong signs of recovery, which means we can all rethink our financial commitment to our industry.
I encourage you to consider a meaningful contribution to BUILD-PAC today. As a Gold Key Club member, I'd love to see you match my $1,000 annual contribution. However, I urge you to explore BUILD-PAC's other contributor clubs (Century-$100, Dollar-a-Day-$365, Platinum-$2,500, Capitol-$5,000) or make a donation at a level that's comfortable to you.
NAHB/BUILD-PAC's mission is to promote and protect industry issues at the federal level on topics such as the mortgage interest deduction, availability of credit for new home construction, lead paint and other environmental issues, and accessible and responsible lending standards to finance new home purchases.

DRBC Workshops
The state has developed and is conducting a comprehensive training program for building officials and the construction industry on the importance, implementation and enforcement of the Disaster Resilient Construction Appendices. The training will focus on the provisions within the appendices and aid in helping a community to determine which options may apply to provide increased requirements beyond what may be currently enforced. The one day workshops consist of (2) three hour sessions with a lunch break. The appendices workshops are provided free of charge and registration is required:
