SALES TAX HOLIDAY
 

The state of Georgia will have an ENERGY STAR and WaterSense Sales Tax Holiday October 4 through October 6, 2013. 


During the sales tax holiday, these items will be exempt from sales tax if they have the ENERGY STAR label and have a purchase price of $1,500 or less per item:

  • Air conditioners
  • Ceiling fans
  • Clothes washers
  • Dehumidifiers
  • Dishwashers
  • Doors
  • Fluorescent light bulbs
  • Programmable thermostats
  • Refrigerators
  • Windows

In addition, these items will be exempt from sales tax if they have the WaterSense label and have a purchase price of $1,500 or less per item:

  • Bathroom sink faucets
  • Faucet accessories (such as aerators)
  • High-efficiency toilets
  • High-efficiency urinals
  • Showerheads
  • Weather- or sensor-based irrigation controllers

The sales tax exemption will not apply to ENERGY STAR or WaterSense products purchased for trade, business or resale.

Mary has been an EO for many years and has been very active in GEOC and served as a mentor to other local executive officers throughout the state.  This award is based on attendance at meetings and seminars, involvement in the GEOC, and participation in HBAG and NAHB activities and meetings.

NEW NPDES PERMIT ISSUED

 

The new NPDES General Permit Nos. GAR100001 (Stand Alone), GAR100002 (Infrastructure) and GAR100003 (Common Development) have been issued by the Director effective September 24, 2013.  The Common Development is the one used by residential construction. The Permit is effective for 5 years.

 

Note: Existing construction sites must submit a "re-issuance" NOI- Version 2013 no later than 90 days after the effective date of the new permits. Failure to submit an NOI can result in severe penalties.

NEW FLOOD MAPS 

  

Georgia has been involved in an extensive remapping program for flood prone areas over the past few years. There have also been changes to the flood insurance program and rates. HBAG recommends checking on property you are considering developing as it may be subject to more strenuous requirements.

Voluntary Guidelines Released for Schools' Carbon Monoxide Detectors

The Department of Community Affairs' State Codes Advisory Committee established a special task force in January at the request of Governor Nathan Deal, to examine the need for carbon monoxide detectors in schools.

 

After a review of the facts and available information during the winter and spring of 2013, the committee completed its Final Report in July 2013 and the Board of the Department of Community Affairs adopted it at its August meeting.     

Commissioner Gretchen Corbin noted, "The task force found that a mandate to require carbon monoxide detectors in all of Georgia's 8,000+ schools might not always be the best solution to the problem. The task force found that a school-by-school assessment of need by local officials, combined with good training for school staff is more beneficial than a state mandate."

DRBC Workshops  

  

The state has developed and is conducting a comprehensive training program for building officials and the construction industry on the importance, implementation and enforcement of the Disaster Resilient Construction Appendices. The training will focus on the provisions within the appendices and aid in helping a community to determine which options may apply to provide increased requirements beyond what may be currently enforced. The one day workshops consist of (2) three hour sessions with a lunch break. The appendices workshops are provided free of charge and registration is required:
