Office Repairs
HBAG is up and running at full capacity. All the building repairs have been completed and the inside of the building looks wonderful! Thank you to Ted Noe and his trades who spent many hours here on Camp Creek Parkway getting us back in working order.

| 2013 HBAG Winter Board Meeting & Legislative Luncheon
Attend HBAG's Winter Board of Directors Meeting and Legislative Luncheon. All HBA members and local executive officers are invited and encouraged to attend this one-day event for the opportunity to meet with the Georgia legislators and discuss the legislative session, as well as, ways to assist their community's planning, designing and funding for local housing.
This is the perfect opportunity for talking with local legislators and learning the issues important to them that might affect home building. In return, legislators are able to learn from individuals in the building industry.

Fiscal Cliff Avoided: What it Means for Housing and Home Builders

The fiscal cliff, an economically damaging set of tax hikes and spending reductions scheduled to begin in 2013, has been avoided (for now) and that is good news for housing in the short-run.
The enactment of H.R. 8, the American Taxpayer Relief Act of 2012, will extend permanently most, but not all, of the 2001/2003 tax cuts. The legislation prevents a fiscal drag of approximately $600 billion in 2013, which would have been large enough to push the current weak economy into recession. That in turn would have reduced demand for both owner-occupied and renter housing and threatened the ongoing recovery for home building.
That outcome has been prevented, although future fiscal policy debates loom on the horizon. For example, a legislative fight over the debt ceiling and the delayed sequester will take place in February. And 2013 may be a year in which comprehensive tax reform is under legislative consideration.

| CONSTRUCTION CODES- 2013
The only amendments and changes to the mandatory building codes effective January 2013 are:
- Definition of townhouses - basically states that if a townhouse is constructed with a 2-hour fire wall, it is covered by the International Residential Code and does not require sprinklers.
- High efficiency cooling towers shall be installed in commercial structures that require such equipment.
There will be new editions of the Residential (IRC), Building (IBC), and Plumbing (IPC) Codes in 2014. Training will begin later this year.
The optional appendices to the IRC and IBC for Disaster Resilient Building Codes (DRBC) are available for adoption by local governments, either in part or whole. These codes are not effective unless adopted by a local government. DCA is conducting DRBC training around the state. Citizen Verification Documents
Effective January 1, 2013, applicants seeking to obtain or renew Erosion & Sediment Control Certification for land disturbing activities must provide the Georgia Soil and Water Conservation Commission (GSWCC) with the following items:
- A signed and sworn affidavit verifying the applicant's lawful presence in the United States
- One of 16 secure and verifiable documents as required by Georgia law.
- A Checklist for Verification of Lawful Presence within the United States.
Amendments to O.C.G.A § 50-36-1, requires the Georgia Soil and Water Conservation Commission to obtain a signed and sworn affidavit verifying the applicant's lawful presence in the United States.
The law requires that any individual receiving a state and local public benefit must be able to verify their citizenship or legal immigration status to receive that benefit. The State of Georgia has defined Erosion and Sediment Control Certification as a public benefit. Thus the need for this additional step in the certification process.
Documentation Required
The Commission requires all individuals to submit a Checklist for Verification of Lawful Presence within the United States, along with one of three different affidavits from which the applicant must choose. This will provide the basis for his or her lawful presence in the United States and a legible photocopy of one of the 16 secure and verifiable documents listed as defined by O.C.G.A. § 50-36-2.
This documentation must be completed and submitted each time an individual takes a certification and/or re-certification course.
All documentation, including the list of secure and verifiable documents, can be found on the Commission's website at www.gaswcc.georgia.gov.
Submitting the Documentation
Documentation may be submitted to the Commission via mail, prior to attending a course or at the certification/re-certification course. All Commission Approved Trainers will be Public Notaries. Individuals who elect to take an online re-certification course must complete and submit documentation to the Commission via mail.
An individual may attend a certification or re-certification course prior to having their citizenship verified. However, in the event that citizenship cannot be verified, the individual must understand that certification/re-certification will not be granted and the course fee will not be refunded.

| DRBC WORKSHOPS
Disaster Resilient Building Construction workshops to be offered
The Disaster Resilient Building Construction (DRBC) Appendices, developed by the DRBC Task Force, will be available for adoption January 1, 2013. DCA has developed and is conducting a comprehensive training program on the importance, implementation, and enforcement of these appendices. DCA will begin with 10 workshops scheduled to be held in communities around the state that were affected by the recent tornado, high-wind and flooding events.
The training will focus on the provisions within the appendices to aid in helping a community to determine which options may apply to provide increased requirements beyond what may currently be enforced.
The one day workshop consists of (2) three hour sessions with a lunch break. The appendices workshops are provided free of charge and registration is required. CEU's for the workshops are being offered through AIA Georgia, local AIA chapters, and ICC.
