Tenth Anniversary of a Reborn Downtown
By Tom Giffey Leader-Telegram
The proposed Confluence Project -- which would include an arts center, student housing and commercial space on South Barstow Street -- has spurred a new round of discussion and debate about the redevelopment of downtown Eau Claire.
"It won't work!" naysayers declare. It's too costly, some say. Nobody goes downtown anyway, others say.
In response, supporters of the Confluence Project (which you can read more about here) point to the success of the burgeoning Phoenix Park neighborhood just a few blocks away off of North Barstow Street. Over the past decade, the park (built at on the confluence of the Eau Claire and Chippewa rivers), the farmers market pavilion, the RCU corporate headquarters and a growing number of mixed-use buildings have breathed new life into a once blighted part of town. Those who haven't been to a Thursday night concert at the labyrinth or shopped at the farmers market on a Saturday morning can't fully appreciate what the Phoenix Park neighborhood has done for downtown Eau Claire.
The North Barstow redevelopment is still a work in progress, and there have been many steps on the journey, but this week marks an anniversary of sorts. Exactly 10 years ago -- on July 23, 2002 -- the Eau Claire City Council approved a redevelopment plan for the North Barstow area. The process that led to the council's decision was not without debate and disagreement, but in retrospect it's clear that our elected representatives made the right decision.
