The Minority and Small Business Development Division administers the state's certification program which identifies minority owned businesses and seeks to increase opportunities for them by providing advocacy, assistance, and access to resources and training.

Model Contractor Development Program

The Model Contractor Development Program is a week program designed to teach new and emerging contractors good business practices that will build capacity, improve competitiveness and increase bonding ability.

Mississippi Minority Business Registry

MDA Loan Programs
The Minority Business Loan Program provides business loans to qualified minority and women owned companies. These loans are administered by the Planning and Development Districts.
The Capital Access Contract Loan Program provides project financing for qualified borrowers that hold contacts or subcontracts on public projects. These loans are administered by MinCap.

Minority Surety Bond Guaranty Program
The Minority Surety Bond Guaranty Programs assists eligible minority and women owned businesses with establishing a bond line and acquiring bonds from a Surety Company in order to carry out public projects or private projects with public incentives.

US Department of State Hosts Export Conference Calls
The Direct Line program provides a unique opportunity for American businesses, particularly small- and medium-sized enterprises, to engage directly via teleconference with U.S. Ambassadors overseas. The program is open to American companies which are already in the country where the Ambassador serves or which are interested in expanding their businesses into those countries. Calls will vary in topic according to the specific needs for business in a given country.

Stuck in Gear

Washington remains, not surprisingly, stuck in gear. When a NASA's Administrator's less than meaningful statement that we should just "pray" that something doesn't strike us from the heavens makes headline news– it's a pretty good indicator of how little is really going on in the halls of the Capitol building. Dueling budgets that both sides know won't pass; confusing legislative tactics that results in a gun control bill passing out of committee in the Senate, only to be gutted by the majority leader to the chagrin of the left (who is generally on the side of the Senate majority); a president with approval ratings now under 50%; and high profile Republicans dueling among themselves on immigration reform (more on this later)…the sense of being adrift rivals the journey of literary and motion picture character Pi, minus any kind of redeeming allegoric feature. Washington is out of touch.

This struck me hard during a hearing this past week in the Senate on the future of Fannie Mae and Freddie Mac. Despite the fact that the Administration has not submitted a reform plan in 4 years with no evidence that one is forthcoming this year; given that the real estate market is "coming back" and Fannie and Freddie are now making money and paying the U.S. Treasury back; and given that the House leadership has taken a strong policy position of keeping the federal government out of the mortgage finance market– especially with the possible need for a bailout of the government run and backed Federal Housing Administration– a number of Senators still had the audacity to say that this was the "perfect" time and year for a bi-partisan solution to be passed that would include some level of government "backstop." Not in your dreams.

Immigration

The only 'big' bi-partisan reform may come in immigration with Republicans trying to be on the right side of history. But what Republicans need to understand is that support for some kind of legislation that provides for legal status and a possible road to citizenship will not, in and of itself make Republicans competitive again among Hispanics or Asians. Support for an immigration reform bill merely gives Republicans a chance to get into the arena. Once in the arena, the GOP will still have to have to compete against Democrats and provide Hispanics/Latinos with reasons to vote for Republicans, but here again, there is no clear agenda on this phase of the pitch. It is clear however, that "insurgents" and "establishment" within the Republican Party are willing to throw grenades at each other to gain the upper hand in trying to frame the message for 2014 and 2016.

Prediction: No Grand Bargain on Budget/Debt with Foreign Affairs Distractions

As the debt ceiling issue comes to a head again this summer, perhaps in July, pressure to meld this into a "grand bargain" on the budget will mount, but in the end, there will be no "grand bargain." The philosophical divide is wide, and "sincere." Add to that a political calculus that lets members of the House conclude that , at least in their home districts and political party base, there is no value in agreeing to major items on the other party's budget or tax reform agenda. Result: no deal.

Furthermore, there are ominous clouds on the foreign affairs front that will drain much needed attention from domestic fiscal challenges. As referenced in last month's commentary, especially with the White House, but at some point also involving Congress, a lot of time will have to be spent in dealing with the rupturing of the Syrian civil war; continued delay on the part of Iran in agreeing to an abatement of its nuclear program; conflict on the Korean Peninsula; and the ever roiling of markets due to Eurozone uncertainty and associated civil and political unrest. (Note: I do not mention the possibility of a pandemic caused by drug resistant strains of TB or influenza…) It is unfortunate that there is not more calm in the world, since to forge a "grand bargain" on the budget and debt will take all the political and intellectual bandwidth space available to Congress and White House.

One specific example is the consumers high usage of DVRs to watch television with no commercial interruption. That has led us to the phenomena of Content Marketing. Business Woman, Socorro Harvey, Among Top Five Finalists for National Award
The National Small Business Association (NSBA) recently selected local business woman, Socorro Harvey, President of NVision Solutions, Inc. as a top five finalist for the 2013 Lew Shattuck Advocate of the Year Award. Harvey was honored in a ceremony at the White House by the NSBA and President Barack Obama in recognition of her dedication to the development, growth and mentoring of small and medium business in the region.

Harvey is a determined advocate for entrepreneurship and is well known throughout the Gulf Coast for her small business initiatives. In 2010, she sponsored the development of the Magnolia Business Alliance (MBA), a not-for-profit corporation, consisting of business leaders dedicated to the development of small to medium business through training, mentorship and other support; a better business environment and fostering community and national awareness of policies affecting small and medium businesses. Through her efforts, the Small Business Administration awarded MBA one of ten Regional Innovation Cluster contracts providing continuity to the program and the ability to expand and replicate it. Working with the Mississippi Development Authority, Harvey initiated and administers the Minority Enterprise Program, to identify, develop and nurture minority and woman-owned businesses in South Mississippi.

Harvey and NVision, have been recognized at the local, state and national level for continuing support of small business initiatives. Acknowledgments include: 2011 Minority Global Technology Firm of the Year for the Southeast Region, 2010 Hancock County Chamber Champion, 2009 Mississippi Company to Watch, 2006 Tibbetts Award, and the 2005 Mississippi Small Business of the Year. In addition, Craig Harvey, COO, Executive VP of NVision Solutions, was named 2006 Small Business Person of the Year by the US Small Business Administration.

"The responsibility of economic recovery lies not in Washington D.C. It lies in the commitment of every small business person in the region and the country, "said Harvey. "I feel obligated to do my part, and I ask my staff to do the same. A healthy small business environment is good for business, mine included."

The criteria used in determining award finalists is a commitment to small town business advocacy above and beyond policies that specifically impact their own business or industry; a proven history of volunteer efforts to advance and improve the overall small business community, success in advocating for pro-small business policies and success and growth as a small business owner.

"In the face of all the economic uncertainty facing small businesses today, these five finalists have gone far above and beyond in advocating for policies and programs that help not just their small business, but small businesses across the country," stated NSBA President Todd McCracken. "I am honored to recognize such a distinguished pool of business owners."

  4. Formulate an export strategy—Short and long term objectives, tactics, allocation of resources
  5. Select a selling technique—How will you reach your customers? E-commerce, distributor, agent, joint venture, etc

The Sept. 11, 2012, attack on the U.S. Consulate in Benghazi, Libya reinforced the need for U.S. Army Africa to have at its fingertips the ability to draw upon the most up-to-date detailed maps and imagery of any given region at a moment's notice. Command, or PM MC, is helping to streamline the delivery of maps and imagery through the use of specialized geospatial products that work with the Army's primary mission command information system, known as Command Post of the Future, known as CPOF.

"The maps are used on the Soldiers' CPOF systems to plan, fight and coordinate the common operating picture. EIGS recently visited with Suzanne Klein, President of Software & Scanning Services (SSS) to learn more about the company, their customer base, and the future direction of the company. SSS is the newest member of the EIGS geospatial technology cluster of the Magnolia Business Alliance (MBA).

The Sensor: The Sensor: Can you tell our readers about Software & Scanning Services, including its history and your role with the company?

Klein: In operation since 1985, Software & Scanning Services (SSS) is a Louisiana-based company offering professional IT support services. As a technologically experienced woman, I have been a successful contractor and business owner for over 25 years. We received our first contract for IT support in 1987 from Mobil Oil in New Orleans, and we've kept going since then. Although most of our contracts are mainly in Louisiana, SSS has had contracts in Mississippi, Texas, Washington, California, St. Croix, Germany, Peru, and Mexico.

The Sensor: Having been in business now for over 25 years, what have been some of the bigger accomplishments for SSS?

Klein: I'm proud of the work we performed at the Chalmette Refinery in 1994. SSS reduced document and drawing retrieval timing, thus enabling all documents and drawings to be available for turnaround within 24 hours whereas it previously took 3 to 4 months. We accomplished this through scanning, programming, document management, and PDS (protective distribution systems), system, and database support. SSS also provided system administration, operations, and support for 33 applications at Mobil Oil Exploration and Producing (US).

SSS currently provides support and maintenance for APEX Oracle and ESRI programs (ArcGIS, ArcView, etc.) for the US Army Corps of Engineers (USACE), developing multiple applications to improve data management. Among these, FREEBOARD is an APEX application that is used during High Water Emergency Events. SSS and USACE deployed the FREEBOARD application to the North Atlantic Division in Fall 2012 to support Hurricane Sandy damage assessment and cleanup missions.

The Sensor: In order to give our readers a better idea about SSS, tell us about your customer base.

Klein: SSS has provided services to over 800 clients, federal and commercial, during the last 28 years. Some of our major clients are:

The Sensor: SSS seems to emphasize performance, professionalism and expertise. Talk about how that focus helps your reputation in the industry and with clients.

Klein: Our focus allows us to provide exemplary services to our clients. SSS develops and uses checklists for our work, providing quality assurance and creating a standard for future endeavors that clients can rely on. Our clients appreciate our work ethic and spread the word. Much of our work has come about through referrals and word of mouth.

The Sensor: As a small business, you are used to facing challenges every day, but tell us about the challenges the company has faced over the last several years in this volatile economy.

Klein: The recent trend in the IT industry has been nationwide IT contracts encompassing the specialized areas performed by small businesses. This tends to marginalize the services that SSS is able to provide. Large companies have the capabilities and resources to win these contracts, without providing the focus and expertise that small businesses bring to the table. Because of this, SSS is relegated to compete for a very small, but very important, portion of these contracts. Despite this environment, we continue to aggressively pursue and procure opportunities that match our expertise and size.

Of course, Hurricane Katrina was a huge blow to SSS. Our employees were scattered across the US and many were unable to return. We've recovered well, but the devastation that Hurricane Katrina wrought is unforgettable. We keep in mind the lessons that we've learned while continuing to move forward. I believe we are well equipped to overcome future adversities.

The Sensor: What benefits and value do you think EIGS and MBA can provide to a company like SSS?

Klein: As a small business, SSS knows first-hand the challenges that face small enterprises. EIGS's mission, "to grow a research-based, world-class geospatial technology industry", speaks directly to SSS's goal: to provide the geospatial services in which we excel. The MBA's EIGS program will provide SSS with a network of support for the geospatial industry: the ability to network, partner, and communicate with like-minded small businesses.

The Sensor: What do you see on the horizon for SSS?

Klein: SSS continues to grow through expanding our services for our existing and future clients. We constantly seek new opportunities in the geospatial industry, as well as partnering/teaming efforts for future endeavors. As part of our philosophy, we will unceasingly strive for improvement and innovation to continue being competitive in the current and future economic environment.
