Congrats KFD
During the June 15 meeting, City Council had the honor to offer congratulations and bid farewell to members of our Fire Department. Fire Captain Russ Davis will be retiring after his 25 years of dedicated service with the City of Kingsburg. Russ has served in a number of capacities over his 25 years, and we all wish him a happy retirement!
In addition to Captain Davis' retirement, Firefighter Kevin Clark was promoted from firefighter/engineer to Captain to replace the soon to be vacant position. Kevin has served on for KFD for the past thirteen years, and is well deserving of his new title.
Last but not least, three new full time firefighters were welcomed to the department! Joey Frankmore, Robert Johnson, and Curtis Rusko were all officially sworn in. Each of these gentlemen have served Kingsburg in a Reserve roll, meaning they all have familiarity of the community and are products of the newly redesigned reserve program. Welcome aboard!

Omaha!
Its football time again! Well, not just yet, first you have to register your kids for the 2016 Youth Football League. The registration fee is $145 per player and players must be registered as the age they will be as of November 30, 2016, not the age they are currently. Along with an online option, registrations are also being taken in person at RPS Real Estate.

Chicken Decision
On a 3-2 vote, the City Council voted to maintain the ban on allowing chickens within City limits. Council has discussed the issue over several months, taking input both for and against the keeping of chickens in town. While the motion to allow chickens failed, the Council will discuss updated language to the municipal code regarding the keeping of certain animals in order to keep the code updated and relevant to current conditions.

The Kingsburg City Council awarded competitive allocations to three applicants during their June 15 meeting. This step allows potential developers the right to begin working with City staff to request entitlements to eventually build single family housing in Kingsburg.
The North Kingsburg Specific Plan outlines many of the guidelines related to housing development. This is the guiding document for both developers and staff when putting together a proposal. Discussion regarding lot size, circulation, parks and environmental impact will now begin, with several opportunities for public input. Budget Adoption
During their June 15 meeting, City Council held a public hearing regarding the 2016-2017 City budget. The budget is the single most important document produced, and sets the agenda for the upcoming year. The 2016 budget includes:
- Emphasis on infrastructure investment (roads, water utility, quality of life)
- Structurally balanced budget (general fund and enterprise funds)
- Enterprise Funds (water, solid waste, ambulance) capital investment
- Medical, Risk Management and Pension Case Study information
- Adds additional police officer
The adopted budget document included a revamp of presentation for an improved user experience. It also includes case studies to help provide more story telling and context to our financial decisions. A Letter from the City Manager provides a summary of the past year, along with challenges and opportunities for the next. Special thanks to Finance Director Maggie Moreno for her long hours, detail, and effort to bring the final document to completion.

This Week in History
On June 15, 1215, after a revolt by the English nobility against him, King John officially signed and sealed the Magna Carta, or "Great Charter". To put it simply, this document was a peace treaty between the English Crown and the subservient noble houses. It stated that the Crown would respect the feudal rights and privileges of the noble houses, when previously the Crown quite literally did whatever they wanted with the people of the English nation with little to no consequence. The Magna Carta also forced the crown to "uphold the freedom of the church" and to "maintain the nation's laws". Though this document was more of reactionary than progressive, it was almost unheard of that a group of people, even noblemen, would stand u to their king. This document has been viewed as a cornerstone for the development of democracy in the feudal world.
