Outdoor Watering Changes

California has changed the mandatory statewide 25% reduction of water usage ordinance that was enacted last year.  Given the changes in the State's mandate, the City Council has made the following local changes:
  • Outdoor irrigation will be allowed three (3) days per week during the months of April - October.  (Odd Addresses can water Tues./Thurs./Sat.  Even Addresses can water Wed./Fri./Sun.) The cooler months (Nov. - March) will remain at the two (2) day per week level. 
  • Watering times will be prohibited between the hours of 6am - 6pm (previously 6am - 8pm).  This change was made to allow those without automatic sprinklers to be able to move their sprinklers during daylight hours. 
  • Individual monthly usage fines will be suspended. 
Crews will continue to monitor regular watering practices and issue citations for those watering during non-water days or for wasting water (watering flowing beyond the property line).  It should be noted no warnings will be issued and first violations start at $25.

Pool Time!

The heat has arrived and the pool will be fully open on June 13! There are a number of programs available for all groups, including:
  • Lap Swimming (underway)
  • Aqua Aerobics (underway) 
  • Public Swim (begins June 13)
  • Swim Lessons (varying dates and times)
  • Friday Night Swims

Be sure to check the schedules each day before going to the Complex because the hours of operation do vary from day to day. If you have any questions, or would like to purchase a month long membership, please contact Ashlee at (559) 897-6549.

California St. Work 
 
The Historic Kingsburg Train Depot is nearing restoration completion after nearly $1 million in private donations, and over $1.2 million from a Federal Grant.   

To help complete the renovation, the City will also be undertaking the reconstruction of California St. between Draper and Earl this summer.

This work is set to include: 
  • Addition of decorative bulb outs at California/Draper Street
  • Pedestiran bulb out in front of the train depot (stamped concrete/pavers to be utilized)
  • Reconstruction of the parking area north of the Depot
  • Addition of landscaping features
  • Reconstruction of roadway pavement on California St. from Draper to Earl St.
Work is set to begin within the next few weeks and should last approximately one month.  For questions, please contact City engineer Dave Peters.  
Fight the Heat 

The Central Valley summer is coming back with a vengeance this year! Here are some ways to fight back that summer heat.
  • Drink water, lots of water! Water at room temperature does hydrate your body faster, but iced water cools your body down faster.
  • Eat healthier meals, they are easier to digest than less healthier foods 
  • Wear thin, lightly colored, and loose clothing. 
  • Put a damp cloth over a fan or open window, the moisture will cool the flowing air.
  • Be sure all windows and doors are shut while running the air conditioner to keep the cool air in and hot air out.

Please take time to check on neighbors who may suffer from heat related issues, and never leave a child or pet unattended in a vehicle.   

Budget Moves Forward

  

The 2016-2017 proposed budget was presented for review during the regular June 1 meeting.    Highlights include:

  • Over $18mm All-Funds
  • Structurally balanced budget
  • $194,500 proposed in General Fund capital improvements
  • Maintains existing staff levels and adds an additional police officer
  • Over $1mm for street improvements
  • Emphasis on infrastructure investment

Council will consider final adoption during their June 15, 2016 meeting.   

This Week in History

On June 1, 1980, the Cable News Network (CNN) became the worlds television channel to strictly only play the news.  At the time, this was an absurd idea. The news was dominated by three major networks, ABC, CBS, and NBC, and they only held 30 minute news broadcasts per night. To have one channel purely dedicated to playing news 24-hours a day, 7-days a week was unheard of. But Robert Turner, founder of the Turner Broadcasting System (TBS), decided that he was willing to take the risk. Although CNN did receive losses and was heavily criticized throughout its first few years, Turner continued to build on what it was and eventually it became a world wide success.
