Animal Control

During the most recent Coffee with the City Manager event, questions were raised about the City's animal control protocol.  As has been printed and distributed on previous occasions, and reiterated at the meeting, the following measures are in place:
  • A dog at large (whether stray or owned) will not necessarily be picked up by an officer.  An officer will respond if the animal is injured, aggressive, or causing other dangerous conditions (running into traffic).  It should be noted that these will be handled as a non-emergency response, so if an officer is responding to another call, they may not be able to respond immediately.
  • The City has kennels available for stray/found dogs. If you have the ability to bring the dog to the yard, we can arrange that during regular business hours (897-5821).  If it is during a weekend, an officer can provide access to the yard when time permits (call 897-2931).
  • Dogs brought to the yard are fed, vaccinated, and treated for ticks/fleas.  The supplies are provided either through private donation or by the City.  Volunteers and Public Works employees help keep the kennels clean and animals fed.
  • The City's major issue is not stray animals.  It is with animals with owners who let them run free.  This is a community issue that needs intervention by neighbors, volunteers and the City.  KPD is willing to help with enforcement but must do so within the constraints of the law and with the assistance of citizens.  If you're aware of an owned dog habitually running free, please contact the KPD non-emergency number at 897-2931.

If there are further questions or clarifications about the City's animal control procedures, please contact Community Services Coordinator Ashlee Winslow-Schmal.

Crestwood Update

Crestwood Behavioral Health will provide an informational presentation during the May 18 City Council meeting.  The presentation will provide insight on the first quarter of full operation since occupying the former Kingsburg Hospital at 1200 Smith Street in February.

As part of the conditional use permit approved by the City, Crestwood is required to provide information regarding the use of the facility.  Representatives are also expected to discuss hiring, number of clients served, public safety requirements and other topics during their first three months of operation.
This Week in History

On May 10, 1869, the presidents of the Union Pacific and Central Pacific railroads meet in Promontory, Utah, and drive a ceremonial last spike into a rail line that connects their railroads. This made transcontinental railroad travel possible for the first time in U.S. history.  Harsh winters, staggering summer heat, Indian raids and the lawless, rough-and-tumble conditions of newly settled western towns made conditions for the Union Pacific laborers-mainly Civil War veterans of Irish descent-miserable.  Union Pacific and Central Pacific workers were able to finish the railroad-laying nearly 2,000 miles of track-by 1869, ahead of schedule and under budget. Journeys that had taken months by wagon train or weeks by boat now took only days. Their work had an immediate impact: The years following the construction of the railway were years of rapid growth and expansion for the United States, due in large part to the speed and ease of travel that the railroad provided.
