On October 21, 1861, Frank Donaldson, a Union sergeant during the American Civil War was a part of a 1,700 man regiment that was in the fight for their lives at the Battle for Ball's Bluff. Ball's Bluff is a 70-foot-tall mountain near Leesburg, Va. Donaldson survived the battle but the Union did end up loosing however, the worst part is that this battle was completely unintentional. The battle started because the inexperienced Union soldiers simply stumbled across the enemy.

City Council adopted new winter water conservation guidelines during their meeting on Wednesday evening. The program will begin with November usage, and is highlighted by the following details:
- If the community as a whole reaches the 36% reduction mandate for the month, no fines will be issued to anyone
- If we are unable to meet the mandate, the highest 5% (approximately 162 accounts)of water users will face a fine of $75.
The program incentivizes all Kingsburg users to conserve water to avoid a potential fine, and also provides relief for those in larger households who may not have been able to feasibly stay below the prevously adopted winter allotments.
Council and staff would like to extend our appreciation to the many residents who worked to cut consumption over the summer months. Without those efforts, it would have been unlikely that we could have re-examined the formula for the winter months. For questions on the new program, please contact Alex Henderson.
