December 2, 2001, the Enron Corporation files for Chapter 11 bankruptcy protection in a New York court, sparking one of the largest corporate scandals in U.S. history. An energy-trading company based in Houston, Texas, Enron was formed in 1985 as the merger of two gas companies, Houston Natural Gas and Internorth. Under chairman and CEO Kenneth Lay, Enron rose as high as number seven on Fortune magazine's list of the top 500 U.S. companies. In 2000, the company employed 21,000 people and posted revenue of $111 billion. Over the next several years, the name "Enron" became synonymous with large-scale corporate fraud and corruption, as an investigation by the Securities and Exchange Commission and the U.S. Justice Department revealed that Enron had inflated its earnings by hiding debts and losses in subsidiary partnerships.

Council member David Karstetter was honored at the December 3 City Council meeting for his twelve years of service to the City. Mr. Karstetter chose not to run for reelection in November, and will be officially stepping down from the Council on December 17.
Dave served on a number of committees including the SKF Board, Economic Development, HWY 99 beautification and many more during his tenure. He also served as the Mayor Pro-tem during a portion of his three term run.
Dave brought leadership and experience to the Council, and participated in a number of community events as well as working with service groups. We wish Dave and his family the best in the future and know we'll see him assisting in the Kingsburg community.

The City Council voted on December 3 to extend their existing economic development incentives for an additional three years. The incentives, which were set to sunset in March, 2015, offer developers the following:
- 25% reduction in City Capital Facility fees
- 50% reduction in City property taxes for 3 years
- 50% reduction in City sales taxes for 3 years
These incentives, along with a more streamlined administrative approval process, are intended to give Kingsburg an edge in development. Mayor Reilly commented at the meeting "Kingsburg has situated itself to take advantage of the recovering economy and these incentives show our willingness to be business friendly." The City's economic development committee will also be discussing additional incentives aimed at the downtown and the Business Park as part of the 2015-16 budget process. |
The Kingsburg Santa Lucia Celebration is coming up quick. Held in the Kingsburg Swedish Village, residents and visitors can visit downtown, shop for arts, crafts and baked goods. The kids can visit with Santa at his hut! All of the downtown shops will be open from 9am - 8pm, and the Festival of Lights Parade starts at 5:30pm! While we finally saw some rain recently, we're still far from out of the woods when it comes to the drought. Water conservation remains a must, and the winter months are the time to cut back on wasteful habits. A few things to remember:
- Plants need much less water in fall/winter months. Over watering can lead to plant disease
- Winter is the time we receive the most rainfall. Avoid watering when precipitation is evident.
- Lawns need very little water in the winter.
- Remember to still follow City watering requirements.

The Community Services Commission will be holding a meeting on December 15 @6pm to discuss potential locations for "off leash" dog park in Kingsburg. The first meeting will discuss the needs, wants, and other attributes for a potential location.
