On September 21, 1780, during the American Revolution, American General Benedict Arnold meets with British Major John Andre to discuss handing over West Point to the British, in return for the promise of a large sum of money and a high position in the British army. The plot was foiled and Arnold, a former American hero, became synonymous with the word "traitor." He later moved to England, though he never received all of what he'd been promised by the British. He died in London on June 14, 1801.

During the September 17 regular Council meeting, Elias Mahfoud, Office Chief of Central Region Construction for CalTrans gave a presentation relating to the work being performed on HWY 99, as well as the overpasses on both Draper and Sierra.
Council members expressed concern over the extended construction schedule and cost of the project, as well as the safety impacts involved. Originally, work was scheduled to be completed by August, 2014. Mr. Mahfound indicated that work has been delayed for numerous reasons until at least late 2014, and could take until May, 2015 depending upon the weather.

With work ramping up on the subdivision located on the southwest corner of Kamm Ave. and Academy, there will be road closures in the area beginning on Monday, September 29.
As part of the subdivision work, the developer will be improving the roadway and intersection, installing new utilities, and under-grounding overhead utilities. The area is will have different phases of closures, with the longest closure lasting 3 weeks. The area will be signed for detour routes as appropriate. We appreciate your patience during the construction period.

As was reported last week, the City continues to chlorinate the municipal water supply, as required by the State Water Resources Board. The City has been reducing the amount of chlorination in the water to lower, but acceptable levels in an attempt to lessen the noticeable smell and taste difference.
It should be noted that while total coliform was detected, NO other bacteria (E. Coli or fecal coliform) have ever been detected through City tests. The presence of total coliform is generally not harmful, but is used as an indicator of the presence of other potentially harmful bacteria.
It's anticipated the chlorination process will continue through October 12. All subsequent tests of the system have been absent of the total coliform that prompted the initial chlorination process.

8.04.020 Burning prohibited.
No person shall burn any trash or rubbish within the city limits. Open burning of wood or wood products produced and sold for use in commercially manufactured wood-burning appliances shall be permitted inside the city limits as long as the burning is kept within an approved commercially manufactured wood-burning appliance. All open burning must comply with the San Joaquin Valley Air Pollution Control District, (SJVAPCD), and may be subject to change dependent on SJVAPCD rules and regulations.
