On August 30, 1967, Thurgood Marshall becomes the first African American to be confirmed as a Supreme Court justice. He would remain on the Supreme Court for 24 years before retiring for health reasons, leaving a legacy of upholding the rights of the individual as guaranteed by the U.S. Constitution.In 1961, Marshall was appointed by then-President John F. Kennedy to the U.S. Court of Appeals for the Second Circuit, a position he held until 1965, when Kennedy's successor, Lyndon B. Johnson, named him solicitor general. Following the retirement of Justice Tom Clark in 1967, President Johnson appointed Marshall to the Supreme Court, a decision confirmed by the Senate with a 69-11 vote.
Economic Development
Have you ever wondered why certain businesses open in Kingsburg, but not others?  There are a number of complex reasons, including:
  • Market driven service needs
  • Available land
  • Interested parties
  • Zoning and permitted uses

A common misconception is that local government controls what does and does not locate in a particular town.  Businesses, especially national retailers, have teams of individuals that complete studies, examine trends and demographics, and make decisions on where to locate their next store.   The City has no more control over their individual decision than it does on a homeowner looking to move into a new home.  When you buy a home, you look at a number of things (schools, amenities, safety) - business owners are no different.   

 

City's have some control over zoning (commercial, light industrial, residential) - but within those zones are permitted uses - meaning certain types of uses are allowed, and others are not.  Where the City can assist is by offering incentives to locate, improving the permitting process, and providing business friendly policies.  Leaders also are in place to help educate potential businesses on all the reasons they should locate (incentives, safety, business friendly).    

 

While Cities have the ability to promote their town as the place to be for any number of reasons, the ultimate decision to locate is made by the business owner/corporation - homeowner, not government.

Mid Valley Disposal will be picking up collections as normal next week (including Monday's route).  Please be sure you place your respective containers out for pickup as you normally would.

As many are already aware, the Kingsburg community banded together late last week to make sure Poncho, a military service dog, could safely reunite with his owner(s) in Canada.  Poncho was taken in by Animal Control after his owner suffered a crash on HWY 99. 

Poncho's story was featured on KPMH Fox 26 last week, and a local celebration was held on Sunday morning at Coffee Pot Park.  We want to thank the many volunteers, donators, the Joint Service Honor Command, and animal control officers Sandi Harbottle and Brenda Prado for their work. 
Code Section of the Week

6.04.020 Licenses generally.

A.  All dogs kept, harbored or maintained by their owners in the city shall be licensed and registered, if over four months of age, and application shall be made within thirty (30) days of acquiring such dog. Dog licenses shall be issued by the city clerk upon payment of a license fee as set by council resolution. The owner shall state at the time application is made for such license, and upon forms provided for such purpose, his/her name and address, and the name, breed, color and sex of each dog owned or kept by him. Licenses shall be valid for the fiscal year July 1 to June 30, and shall be purchased annually.

Staff continues to explore options for a new dog park location as Erling Park is phased out for off-leash. 
Dove Season

Dove Hunting begins Monday, September 1 and lasts through September 15.  All hunters good luck and be safe.
