Dimucci Property Update
Over the last several months, the Planning, Building and Development Department has updated you on the development review process for the Dimucci family development application. On October 9, the Lake County Board unanimously approved the Dimucci family's rezoning and planned unit development application, as well as a companion Intergovernmental Agreement (IGA) between Lake County and the Villages of Hawthorn Woods and North Barrington.
The review process has been lengthy with numerous opportunities for public input, and nearly 50 hours of public meetings. As a result of extensive public testimony, and additional planning discussions between the County and the two villages, the project concept has been refined and improved. The County Board-approved development conditions for the project, involve a "Pattern Book" of restrictive architectural, signage, landscaping and site layout criteria. There is also a limit on the project's development area to 53 acres bounded by substantial property line setbacks, a maximum of 450,000 square feet of retail, with the remaining 200,000 for neighborhood oriented uses and office space, and "Dark Sky" lighting limits. Also included in the development conditions are that the water supply is from the deep water aquifer, and includes state-of-the-art stormwater management controls including compliance with the "Squaw Creek Release Rate", the most restrictive standard in Northeastern Illinois. More project details are available at the Lake County Planning, Building and Development website.
The County Board's approval on Tuesday marks the conclusion of the project's Preliminary Review Stage. In the Final Review Stage a developer will be required to submit a Final Development Plan meeting all of the County Board's approved development conditions. The Final Development Plan will still require staff review, public input, and a final decision by the County Board's Planning, Building and Zoning Committee. Until such approval is granted, the property remains zoned Estate.
For more information about the project, please visit the Lake County Planning, Building and Development website.
