Municipal Performance Management Program (MPMP) and MassResults Hiring New Government Services Specialists (GSS)

The Center is hiring additional Government Services Specialists (GSS) to staff both the Municipal Performance Management Program (MPMP) and MassResults.
About MPMP

 

Now in its third year, MPMP continues to expand services to Massachusetts  cities and towns. At this time, seven GSSes provide data and performance management assistance to over 35 municipalities. MPMP will be expanding to 40-45 municipalities over the next year. In addition to their municipal portfolios, GSSes also support New England StatNet (a quarterly meeting of municipal officials to discuss data and best practices), provide content for the program's municipal data resources website, and perform related projects as needed. 

 

About MassResults

 

MassResults is a multi-year program of the Patrick Administration run out of the Executive Office of Administration and Finance. MassResults aims to make state governmenmore effective, more accountable and more open - building a results-oriented culture in state government by: Ensuring state government is strategic in its aims, setting out clear plans for how it will achieve its goals and regularly evaluating progress toward outcomes; Using data and evidence to inform decisions and assess performance; Changing the way services are paid for and delivered, encouraging innovation and using incentives to improve program delivery; Taking a broader, more comprehensive look at the full range of state government resources available to ensure all funds are maximized and allocated strategically; and Painting a clearer, more complete picture of state spending and performance so that residents can more effectively engage with state government and hold it accountable for results. Working in partnership with the Center, the Office of Commonwealth Performance, Accountability and Transparency (CPAT) has published strategic plans and performance reports for all secretariats, recast the line item budget as a performance based program budget, and trained over 1,000 people in performance management.

StatNet is a network of municipal managers, department heads, analysts, and staff interested in improving their use of data and evidence in management and policymaking. StatNet holds three meetings per year focused on different areas of municipal government. Before each meeting, participants fill out a survey to provide information to be discussed at the event.  


StatNet is funded by the Massachusetts Executive Office for Administration and Finance as part of the Municipal Performance Management Program.  
Executive Recruitment Update

The Center is presently conducting five recruitments for senior municipal officials: Town Administrators for Wilbraham, Rutland, and Walpole, as well as for Executive Director for the Central Massachusetts Regional Planning Commission and the Director of Traffic, Parking, and Transportation for Cambridge. Recently, the Center completed recruitments for the following municipalities: Northfield, which hired Brian Noble, formerly Finance Committee Chair in Norwell; Dracut, which hired James Duggan, formerly Chief Administrative Officer in Gloucester; North Reading, which hired Michael Gilleberto, formerly Town Administrator in Tyngsboro; and Medway which hired Michael Boynton, formerly Town Administrator in Walpole.

Agreements between local governments and the Collins Center are exempt from the provisions of Chapter 30B, the Uniform Procurement Act, since the University of Massachusetts is an instrumentality of the Commonwealth. Municipalities may negotiate a scope of services and a price with the Collins Center directly, saving both time and money.
