Message from the FEN-BC Chair

Hello Spring! 

 

The sun and clear roads are a sign of spring on the way and hopefully an increase in construction projects. Fen-BC is being very active in the Province making sure all manufacturers, installers and inspectors are aware of the building codes changes to the window and door industry. Keep your eyes open for any presentations in your area.

 

The Fenestration Education Society would like to welcome Stacey Gowda as the new instructor for the Red Seal Glazing Program.  We have a new Level 1 program starting March 26, 2013 with a couple of seats still available.

 

Nationally there will be a Canadian Glass Association (CGA) conference in Ottawa in October 2013 so we look forward to hearing more about the speakers as the date gets closer.

 

Mark your calendar for Friday May 3, 2013 as "Garibaldi Glass Day," from 11:00 am to 5:00 pm there will be a trade show and breakout sessions. Come out and meet the leading suppliers to our industry. Make sure and register your attendance. FEN-BC will have a table at this event, so come on out and visit us. 

 

Fen-BC is presenting "Tendering, Contract and Builders Lien Issues" a three part webinar series, free to members so make sure you are signed up as space is limited. This series will be presented by Tyler Galbraith a partner with Jenkins Marzban Logan LL; a law firm specializing in construction law.

Some of you may not be aware but part of our new association is a new quarterly magazine.  This magazine will be distributed throughout the entire fenestration industry in BC, Alberta and Washington - including contractors, manufacturers, suppliers, design community and government.  Our goal is to provide thoughtful, meaningful, relevant articles to the fenestration industry.

Code Clarification Needed
In response to a written request from one of our members, Jack Sharpe of Oakmont Industries, a working group of our Technical Committee has been trying to clarify several code issues related to side hinged doors:

 

  1. Where does Part 9 of the Code limit the Limited Water (LW) designation to only one door per building?
  2. Since "main entrance doors" do not have an explicit requirement to resist water or wind loads, does that mean they are exempted from NAFS testing completely, or must they have at least an LW rating?
  3. What is the definition of a "protected door" that is eligible for a LW  rating?

The working group has met to discuss these and related issues among themselves and with the Building and Safety Standards Branch (BSSB). With the election approaching and a possible change of government, we won't get clear answers to these questions soon. But the working group is trying define a consensus position that the BSSB is likely to support officially when politics allows them to function again.

Message from the FEN-BC Vice Chair, Residential

Spring is only days away.  It feels like the activity levels are already rising in the lower mainland, quote files are growing and the phones are ringing.  Fenestration BC has been very active, with many items requiring attention and members asking lots of questions.  With the addition of Al Jaugelis in our Technical Advisor role we are seeing many areas where he is already showing valuable benefit.  We are busy with the details of NAFS, working with a task group to provide queries and suggestions to the Building Standards Branch in hopes of clearing up some confusion. We are following up with the City of Vancouver on their Green Buildings Program to prepare manufacturers for upcoming thermal performance requirements later this year.  There is lots going on, we can always use industry input and task group participants.

City of Vancouver Announces 1.40 W/m2�K Window U-Value Requirements Effective January 2014

On February 25, the City of Vancouver invited window industry participants to an "open discussion" of upcoming window requirements for one and two family homes in the coming 2013 Vancouver Building Bylaw (VBBL). Participants included several Fen-BC members. The discussion was to focus mainly on labeling and compliance issues, and the City's proposed timeline which differed from earlier announcements.   

 

The revised VBBL will be presented to Council in May or June, be published by the end of 2013, and have an effective date of January 2014. Participants were surprised however to learn at the end of the meeting that since the implementation date has been pushed out into next year, the City intends to require windows to have a U-value of 1.40 W/m2�K starting in January 2014.   

 

Previously we had expected the bylaw to take effect in 2013 with an initial U-value of 1.60 W/m2�K, only stepping down to 1.40 W/m2�K 18 months later. It is not clear whether the City will be amenable to revisit this decision.   

 

Members are advised to review their product lines and development plans to assess how this announcement will impact them, and to direct any concerns they have to the association's Technical Committee.  

NAFS  Implementation Delayed for Part 9 Buildings

On March 12 the Building & Safety Standards Branch announced a delay in the  enforcement of the NAFS standard for Part 9 buildings only to July 2, 2013.  Any windows, doors, or skylights installed prior to that date may conform to the 2006 BCBC.  Of course, a NAFS compliant product is also acceptable. Any product installed on or after July 2 must conform to NAFS-08 and the 2012 BCBC.

 

Of course, any building that received its permit prior to Dec. 20, 2012 is subject to the 2006 BCBC and the old window standards, even if the windows on that building are installed after July 2, 2013.

 

This temporary delay will allow industry more time to have products tested and manufactured to the new NAFS standard.

Glazier Red Seal Exam Preparation Course

This course was designed to assist our Glaziers to prepare for the Canadian Inter-Provincial Red Seal Examination for Glaziers. The course is based on the National Occupational analysis for Glaziers. The course includes an overview of all 3 levels of training.  We have included 2 mock exams to provide some experience and confidence in writing the exam.  This training is 100% virtual and will be delivered in the evenings.  The instruction will consist of 12 online sessions of 2.5 hours per session.
