fopirsign Swap Meet at PIR
April means the real start of the season at PIR. And the kick off to the year is the PIR Auto Swap Meet, April 2-5. Now in its fifth year, the automotive related swap meet has grown and grown, now filling the entire length of the race track, the pro pits and SCCA City with boths full of booty.

This year there will be nearly 1500 booths for you to shop, whether you are looking for that right side door handle for the Packard project you are working on or the same car in model form, or if you are lucky, the same car already restored and complete, ready for you to drive away.

The show runs Thursday through Sunday, with gates open at 7 a.m., and admission is only $5. PIR also works with the Portland Auto Swap at the Expo Center the same weekend, giving you the largest swap meet on the West Coast. Don't miss it.

And after a day or so to clean up, the season gets into full swing, with regular drag racing three nights a week, motocross on Thursdays, bicycle racing and all of the weekend racing events.

Club Profile: Cascade Sports Car Club

Cascade Sports Car Club began life in 1953 as the 4 Cylinder Sports Car Club of Oregon with a total membership of fifteen.  The club name was changed to Cascade in May of 1956 and membership has since grown to more than 350 members.

A year-round event schedule keeps members entertained. Activities include road racing, rallies, summer campout, the year-end awards banquet and many other social gatherings.  Our annual 12 Hours of the Cascades race is the longest continual Enduro that features a "LeMans" Start.

Cascade Sports Car Club is dedicated to the workers, crews and families who make amateur motorsports possible.

Members spend many hours of volunteer work supporting the Portland, OR community.  Roadside clean-up, Doernbecher Children's Hospital events, donations gathered during PIR's Swap Meet for agencies such as the Transitional Schools, SnoCap food drive and many others.

Cascade General Meetings are held on the first Saturday of each month at 8:00 pm at the Stark Street Pizza Company, SE 92nd and Stark, Portland, Oregon. Guests are always welcome.  Stop by and see what we are about and get involved!!

ICSCC Road Racing
Cascade is a member of the International Conference of Sports Car Clubs - the largest sports car racing sanctioning body in the Northwest. With over 40 different classes of cars, from custom built sports racers to production cars, you'll find something for every interest and pocketbook

On Track Driving School or HPDE
Just getting started? Get on the fast track with our On Track Driving School course at P.I.R. Designed for those with an interest in beginning racing but is also fun and informative for those who want to learn more about car control. Prior track experience? Our HPDE (High Performance Driving Event) course might be what you are looking for. Bring your street or race-prepared car to either course. The 2009 schedule has been posted. Check out the dates and come join us.

TSD Road Rally
Cascade offers a full selection of Road Rally events suitable for competitors of all experience levels. Friday Night Rallies have been a starting point for many club members over the years. Ghouls Gambol - a haunted Halloween Road Rally and Mountains to the Sea - an all day rally to the coast are North-West traditions.

THE DRAFT VISION FOR PIR  
On March 17, the FOPIR Board hosted the second of three workshops to draft a Vision for the future development of PIR. Members of the City Council, Bureau directors, City staff, representatives of North Portland neighborhoods and PIR users were invited to participate. Not all that were invited were able to attend, but a good group representing elected officials, city bureaus, adjacent neighborhoods and users did review the progress to date and offer several critical and constructive recommendations.  These will be incorporated into the draft Vision. That final draft will be reviewed and refined in the third and final workshop. Following that review, it will be shared with the City, North Portland Neighborhoods and users.  

The purpose of the Vision and its reviews is to provide a conceptual basis for ongoing and future improvements to the track as will as a resource for soliciting capital and operational support. An outline of the Vision's intent, strategies, projects and framework plan as presented on March 17 follows. We are very pleased that  the reception of the Visions' direction and progress has been positive and encouraging.

Preface: 
The mechanisms that use Portland International Raceway (avian, small mammal, occasional carp, bike, motorcycle, race car and walker) all perform their resident activities with a minimal physical footprint. Their architecture epitomizes efficiency as it enables each to do what it does effectively with as little energy and mass as possible.   It is the objective that the use of the track by these mechanisms expand significantly in the future while producing no more, and in most cases less impact on each other, the environment of the facility....and its affected hinterland. To do so, they become the very model for the pathways, roads, parking areas, buildings and bridges that will be constructed to facilitate this expansion.



Goals: 
1. To improve valued natural resources and the habitat of the species that reside within it.
2. To make the whole environment and its activities more inviting, accessible and accommodating for neighbors and spectators.
3. To improve the quality and operational flexibility of existing and new venues. 
    
Actions: 
1. Improve Natural Resources and Habitats.            
- Clean and restore bayous           
- Clean and rehabilitate wetlands (may include specific areas of expansion)            
- Introduce complementary and historic species            
- Improve existing habitats

2. Reflect Vanport  Heritage            
- Establish "Main Street" past the tower/clubhouse, shops, garages and             wetlands(Bayou Lake) as a memory of its Vanport precedent.            
- Reveal fragments of the Van port plan by connecting  existing and new pathways that are coincident with original Vanport streets and squares.           
- Replicate original roof forms as land berms for spectator seating, motocross jumps etc where feasible.            
- Name turns by institutional buildings that were nearby (ie, post office, theater, nursery, administration)            
- Consider replicating some of the original buildings for community and track use.        

3. Improve Access            
- Reconfigure road course            
- Bisect property with new protected pedestrian access using Vanport plan as a frame work    
- Install pedestrian bridges, viaducts and platforms that enable pedestrian and animal access while stepping lightly on the landscape and crossing the road course             
- Construct new trails            
- Modify locations of security fences  

4. Modify Existing and construct New Tracks to enable more events to operate simultaneously...including recreational and training events.
- Road Course (2.5 mi. 18 turns) convertible to two road courses capable of simultaneous operations            
- Drag Strip            
- Kart Circuit            
- Rally Circuit            
- Solo/Auto cross/police training
- Skid Car    
- Motocross/BMX track (including Motocross/BMX and MTB track and skills facilities)            
- Cyclocross (multiple circuits)            
- Velodrome (also doubles as indoor performance and recreation center)           
- Duathlon            
- Cross Country (running)

5. Locate and Configure Facilities to reduce Acoustic Impacts on Neighborhoods.
- Shops           
- Garages           
- Velodrome            
- Spectator Seating            
- Land Forms            
- Configuration and orientation of road course            
- Construct new forms of reflective and absorptive sound walls.   

6. Expand Sustainable Practices
- Replace and build new areas of parking with permeable paving systems
- Apply for and secure designation as a green enterprise zone
- Establish environmental guidelines to shape new construction
- Require all new projects to meet LEED criteria            
- Develop LEED Certified Shops and Garages            
- Continue efforts to create Eco Systems Market Place

7. Pursue Funding for Capital Improvements at PIR and within North Portland Neighborhoods        
- Attract back major events and their sponsors (IRL, ALMS)            
- Attract new major events and their sponsors (Super bikes etc)            
- Lease land and development rights to complementary private projects           
- Increase annual income from events            
- Seek grants for pilot projects            
- Implement Eco Systems Services Market
- Establish PIR as receiving site for environmental mitigation (CRC, regional wetlands, etc)
