Braiding and Blending Webinar   

On June 27th, the New York State's Early Childhood Advisory Council (ECAC), Schuyler Center for Analysis and Advocacy's Home Visiting Workgroup, and Spark Policy Institute conducted a webinar on the various funding streams that can be used to support home visiting programs and how those funding streams can be blended and braided to provide comprehensive home visiting services.  Denise McHugh, Senior Project Manager at the Spark Policy Institute walked listeners through the Blending and Braiding Home Visiting Guide and provided suggestions for how to use the principles outlined in the guide.  The recording of the Blending and Braiding Home Visiting Funding Streams: Practical Applications webinar is now posted and available on the ECAC website.

Early Head Start - Child Care Partnership Grant Update

On June 6th, the Department of Health and Human Services released a Funding Opportunity Application (FOA) for the Early Head Start - Child Care Partnership Grant.  The federal Early Head Start/Child Care Partnership makes available $500 million through a competitive funding opportunity in all states, territories, tribes and migrant and seasonal communities.

New York State's Statewide Full-Day Universal Prekindergarten Program
  

The Statewide Full-Day Universal Prekindergarten Program Request for Proposals (RFP) is now available.  The State Fiscal Year 2014 -2015 enacted budget made $340 million available to establish a statewide universal full-day prekindergarten in local school districts.  Grants will be awarded through an application process. New York City has been allocated $300 million and $40 million has been allocated to the rest of state.  Programs will receive $10,000 per pupil enrolled in programs where the teacher of record holds a teaching certificate or $7,000 per pupil enrolled in programs where the teacher of record does not yet hold a teaching certificate.

Preschool Expansion Grant

On May 5th, the US Departments of Education and Health and Human Services released a Request for Public Comment on the Preschool Development Grant Program. There are two types of grants available: 1) Development Grants ($90m) for states with small or no existing state run prekindergarten program and 2) Expansion Grants ($160m) for states that have won an Early Learning Challenge Grant or who have large prekindergarten programs.  New York State is eligible for a $25 million grant under the Expansion Grant portion of this program.  Funding is for one year, but the intent is that funding would be allocated for an additional three years resulting in at least $100 million for New York State over the four-year period. The RFP is expected to be released sometime during the summer 2014 with applications due in the fall 2014.  Awards are expected in December 2014.  As more information becomes available it will be posted on the ECAC website under News and Events tab.

Community Systems Building Initiatives

  
Across New York State, communities have established initiatives to strengthen and expand services for young children and their families.  The ECAC is working to support these efforts and as part of this effort will devote a section of each newsletter for reporting on these efforts and on resources community leaders can use implement successful system building efforts.  The first initiative we will feature is the Campaign for Grade-Level Reading

New Data Resources for Community Initiatives
 
At the June 12th ECAC meeting, Cate Bohn of KIDS Well-Being Indicator Clearinghouse (KWIC) presented new mapping tools that are now available on www.nyskwic.org that significantly increases the availability of community-level planning data.  On Wednesday, August 27, 1:00-2:00pm there will be KWIC webinar demonstrating how to map sub-county boundaries on KWIC with demographic data such as, the number of adults 25 years old and older who are high school graduates.
