Greetings NACHSA Members!

NACHSA Key Lead on SSBG Letter: Last week, a broad-based coalition of 65 national organizations sent a letter to Congress supporting the Social Services Block Grant. NACHSA is one of the lead organizations in that effort and is one of the three points of contact for Congressional staff. Hill visits are underway with staff to members serving on the key committees of jurisdiction. A second letter for state and local entities will be circulated soon and will be sent to Capitol Hill later this spring. 


 
House and Senate Begin Budget Process: The House and Senate Budget Committees are considering their respective budget resolutions. The budget resolution provides broad outlines of spending and policy proposals for future legislation and is non-binding. As in previous years, the House budget proposes to convert both Medicaid and the Supplemental Nutrition Assistance Program (SNAP) into state block grants and calls for the repeal of the Affordable Care Act (ACA).  Those three proposals are estimated to save over $3 trillion in the next ten years -- none of them will be enacted into law. 


 
Across Capitol Hill, the Senate budget also contains a similar proposal to block grant Medicaid, but would protect low-income older Americans and persons with disabilities. It also would repeal the ACA.

Trafficking Bill Stalled: Senate debate on a sex trafficking bill has entered its second week due to Democratic objections over an abortion rider which was attached to the measure. The underlying bipartisan bill, the Justice for Victims of Trafficking Act (S. 178), would provide competitive grant funding to state and local entities to enhance collaboration and provide services to youth trafficking victims.

Local SNAP Data Available: The USDA this week made SNAP data available for every congressional district. Click here to access it.

WIOA & HHS Programs: HHS conducted a webinar earlier this year on the implications of the Workforce Innovation and Opportunity Act and its implications for programs, including Temporary Assistance for Needy Families, the Community Services Block Grant, Homeless Youth, and Foster Care. Effective TANF Health Profession Opportunity Grants (HPOG): Authorized by the Affordable Care Act and administered by HHS, HPOG funds health care education and training programs targeting Temporary Assistance for Needy Families (TANF) participants and other low-income individuals to prepare them for high-demand health care occupations. Five year grants (October 2010-September 2015) were awarded to 32 HPOG grantees in 23 states. Grantee programs represent a range of organizational types, including four state agencies, and nine Workforce Investment Boards (WIBs). Read lessons learned here.

Expanding Early Care & Education for Homeless Children: This HHS website provides a wealth of information for entities serving children who are homeless. 

HHS Launches Foster Care Website: The 2015 National Foster Care Month website launched this month with the theme "Get to Know the Many Faces of Foster Care," recognizing those who provide support to children and youth in care; the variety of ways in which permanency can be achieved; and the need to plan for the appropriate placement of children and youth. Visit the website to access resources specifically focusing on engaging and supporting youth, families and caregivers, communities, Tribes, and professionals. The website also features real-life stories to inspire and share, graphics and social media tools to promote awareness, and the State Foster Care Contacts map to connect with others in the foster care community.

Child Abuse Prevention Resources Available: This April, National Child Abuse Prevention Month is celebrating the theme "Making Meaningful Connections" to help protect children and youth and strengthen families. Visit the website to download 2015 Prevention Resource Guide: Making Meaningful Connections and access tip sheets, three activity calendars, the prevention video gallery, a online media toolkit, widgets, and more. 

Brain Drain: A Child's Brain on Poverty: The University of Wisconsin's Institute for Research on Poverty prepared this two-page summary exploring the brain's basic anatomy and recent research findings suggesting that poverty affects the brain development of infants and young children and the potential lifelong effects of such changes.

Older Americans Act at 50: Federal funding hasn't kept up with the skyrocketing number of America's seniors, now the largest elderly population in history. That's left states and communities struggling to provide the in-home support, meals, case management and other nonmedical services that help seniors avoid more costly nursing home care and enrolling in taxpayer-funded Medicaid. Last year, nearly two-thirds of 391 local aging agencies reported that their Older Americans Act dollars-which provide 40 percent of the funding for the average agency-had decreased since 2011, an National Association of Area Agencies on Aging survey disclosed. Leadership & Human Services Reforms: A new report from the Work Support Strategies initiative describes what leadership looks like among state health and human services officials implementing large-scale systems reform. Observations of Leaders Driving Changes in State Government, authored by Urban Institute, offers practical, concrete lessons based on interviews with leaders and staff in WSS states. This includes committing to and communicating a clear vision for serving clients, creating an environment in which that commitment is shared across teams and departments, and promoting shared accountability for meeting objectives and making progress on measurable goals. Six states, including Colorado and North Carolina, are working to improve management practices, enhance technology, and align eligibility policies for consistency across programs.
