Read NACHSA President Glenn Osborne's letter to the membership as he passes the NACHSA President baton.  The meeting takes place on Saturday at 1:30 pm. JooYeun Chang, Associate Commissioner for the HHS Children's Bureau will speak to Association members about the administration's child welfare proposals.

Administration's FY 2016 Child Welfare Proposals: NACHSA recently participated in a briefing where the HHS Children's Bureau presented the administration's proposed initiatives for child welfare. Congress may consider some of them during this legislative session. Click here to view the PowerPoint presented by Associate Commissioner JooYeun Chang.

Opportunities to Coordinate WIOA & Human Services: The new Workforce Innovation and Opportunity Act's (WIOA) focus on serving low-income individuals who face barriers to employment provides an opportunity for human service providers and workforce programs to improve the services available to their common customers. Human service programs can draw upon the resources and experience of the workforce system to help customers attain self-sufficiency through employment. Workforce systems can learn from partnerships with human service providers about the services and supports needed by those who face barriers to employment. The Center for Law and Social Policy has prepared an excellent paper on how agencies may collaborate to serve individuals facing employment barriers.

Webinar Series on WIOA & Human Services: The Center for Law and Social Policy (CLASP) is hosting a webinar series on what agencies need to know to implement the Workforce Innovation and Opportunity Act (WIOA), including expanding opportunities for low-income and out of school youth. Predicting the Risk of Homelessness Among Youth Aging Out of Foster Care: This Washington State report identifies key risk and protective factors associated with homelessness in the year after aging out of foster care. Approximately one-quarter of the 1,213 youth statewide who aged out of foster care in SFY 2011 or 2012 experienced homelessness in the following year. Youth who had experienced housing instability, multiple school changes, or more than one foster care placement were at increased risk of homelessness. Cross-over youth-those involved with both the foster care and juvenile justice system-were also at increased risk. In terms of protective factors, youth who had ever been placed with a relative while in foster care and those with relatively high grade point averages were at decreased risk of homelessness.

SNAP Participation Rates: While SNAP participation among eligible people in FY 2012 averaged 83 percent, rates varied widely among states, according to a new USDA report, Reaching Those in Need: Estimates of Supplemental Nutrition Assistance Program Participation Rates in 2012. The top four performing states in getting SNAP to eligible people were ME, OR, MI, and VT, with rates in the very high 90s. This brief shows how your state ranks.

TANF Academy Applications Announced: HHS's Office of Family Assistance (OFA) invites nominations of state, territory, and local Temporary Assistance for Needy Families (TANF) agencies to participate in the Systems to Family Stability National Policy Academy (the Academy). State, territory, and local TANF agencies may nominate themselves. Nominations are due by March 17, 2015. The Academy will engage up to seven teams of key leaders, administrators and stakeholders from a select group of TANF jurisdictions to develop and implement TANF program improvements over an 18-month period. The Academy will support state and local TANF programs to improve employment outcomes and strengthen service delivery. Learn more here.
