New CFRS Indicators Published, Webinar Slated: Earlier this month, HHS published the final plan in the Federal Register for using statewide data indicators and national standards in the Round 3 of the Child and Family Services Reviews (CFSR). The new plan may be found here. Click here to learn the when your state will be subject to the review. An HHS briefing on the new CFSR will be given next week on October 30 from 3 pm - 4:30 pm. HHS representatives will describe the data indicators and national standards that will be used in CFSR Round 3.  To register, click here
 
Blaming Inequality on Laziness: This Washington Post article notes that the proportion of Americans (one in four) who blame the underprivileged's work ethic for inequality is surprising because it's unusual. Of the 44 countries included in Pew's survey, only two -England and Uganda - were equally as unimpressed with the poor's working habits, and only Nicaragua was found to have a greater percentage of people (31%) who hold that view. Click here to view the Pew Research poll. This poll also revealed that 65% of those surveyed in the U.S. believe that their children will be worse off economically in the future than they are today.

Medicaid Coverage of Homeless Populations: HHS recently released two reports on Medicaid service delivery options to meet the needs of persons who are homeless. The first report is a primer on Medicaid service delivery options to meet the physical and behavioral health needs of the chronically homeless and persons living in permanent supportive housing. The second report explores emerging practices in the field for Medicaid services in a supportive housing context. It includes a comprehensive overview of eligibility and enrollment strategies, the use of waivers to expand services, the role of federally qualified health centers and other providers focused on service delivery to the chronically homeless, and several other issue areas. 
 
Your Money Your Goals: Toolkit For Foster Youth: The Consumer Financial Protection Bureau continues to work on creating resources targeted at assisting human services staff in addressing some of the financial barriers confronted by disadvantaged populations including youth in foster care. Your Money, Your Goals is a toolkit that social services organizations can use to help their clients set goals, choose financial products and build skills in managing money, credit, and debt. The web-based resources are in part targeted to case managers and case workers. 
 
Update on Aged Out Foster Youth and the ACA: The Affordable Care Act (ACA)requires states to extend Medicaid coverage to age 26 for youth who exited foster care. A quirk in the law however does not require states to extend this mandatory Medicaid coverage to young people if they were in foster care in another state. A new report by SPARC indicates that to date, only 12 states have taken up the option to extend coverage to youth who aged out in another state: California, Georgia, Kentucky, Louisiana, Massachusetts, Michigan, Montana, New York, Pennsylvania, South Dakota, Wisconsin, and Virginia (pending state plan amendment). This brief by SPARC (First Focus) provides background on the law and the regulatory process that implemented the requirement. 
 
Reviews of Four New Home Visiting Models Now Available: HHS's latest review of home visiting models increased the number of models that meet HHS criteria for evidence of effectiveness to sixteen. Explore the new and previously reviewed models by visiting the HomVEE Website. 
 
Online Payday Loans Rife With Fraud and Abuse: From Pew, this report examines Internet-based payday loans and finds that lender practices often have serious detrimental effects on consumers. Online payday loans are more expensive than those offered through stores and are designed to promote renewals and long-term indebtedness, and they frequently result in unauthorized withdrawals, disclosure of personal information, threats against borrowers, and consumer complaints.
