Greetings NACHSA Members!

Federal Update: The Congress is in session through at least next week. Before recessing for the elections, members must pass a short-term spending bill to continue federal programs into the new federal fiscal year beginning October 1. Democratic and Republican leadership have agreed that they will not allow a government shutdown. Funding is expected to be extended through December 11. HHS programs will continue at current levels, including the Temporary Assistance for Needy Families (TANF) program which has not been reauthorized. Still pending in the Senate is the bipartisan child welfare bill, the Preventing Sex Trafficking and Strengthening Families Act (HR 4980), passed by voice vote in the House in July.

Feds Launch Elder Justice WebsiteThe U.S. Department of Justice has launched a site offering resources for victims, family members, prosecutors, researchers, and anyone who works with older adults. Resources are available to help prevent elder abuse and assist those who have already been abused, neglected or exploited. Sections include information on financial exploitation and resources on supporting victims and families.

 

USDA Issues Food Insecurity Report: In 2013, more than 17.5 million American (14.3 percent) households struggled against hunger at some time during the year, meaning that their access to adequate food was limited by a lack of money and other resources. The report reveals that 19.5 percent of households with children were food insecure; food insecurity rates for Black and Hispanic households were much higher, with 26.1 percent of Black households and 23.7 percent of Hispanic households reporting they struggled against hunger in 2013. The Food Research and Action Center published a state-by-state chart outlining the prevalence of food insecurity.

 

USDA Releases Updated Heat and Eat Guidance: The USDA has released a new Q&A on coordination of the Low Income Home Energy Assistance Program (LIHEAP) and SNAP benefits. Read it here.  

 

Evidence-Based Practices in Child Welfare: Supported by HHS, this webpage focuses on evidence-based practices (EBPs) to support and achieve safety, permanency, and well-being for children, youth, and families. It features brief overviews of specific EBPs commonly used in child welfare and also lists EBP databases/directories.

 

Child Welfare In-Home Services: This HHS brief reviews child welfare in-home services and examines issues related to service delivery, funding, and program evaluation. It's designed to provide child welfare administrators and policymakers with information about the types of child welfare in-home services that are being used in the field and what the evidence shows about them.

 

TANF Turns 18: This Center on Budget and Policy Priorities chart book illustrates the changing and diminished role of the Temporary Assistance for Needy Families (TANF) program. Their findings include: TANF is providing basic cash assistance to fewer and fewer needy families, even when need has increased; cash assistance levels have eroded in almost every state and that trend has contributed to an increase in deep or extreme poverty; and, while a key focus of welfare reform was to increase employment among cash assistance recipients, states spend little of their TANF funds to help improve recipients' employability.

 
New Homelessness Resources Available: The National Alliance to End Homelessness conducted its annual meeting last month and has posted many of its presentation materials on its website. The topics included prevention strategies, youth homelessness, veterans and sexual exploitation of teens. You may read resources on those topics and many more by clicking on this link.
 
NACo Publishes Paper on Human Services' Role in Juvenile Justice Reform: Highlighted at the NACHSA meeting in New Orleans this summer, NACo has released a fact sheet entitled Why Juvenile Justice Matters to County Human Services Agencies. It notes that many justice-involved youth are involved in multiple public systems and collaboration among county agencies can produce better outcomes for youth with behavioral health needs.
