Greetings NACHSA Members!

Federal Update: Congress remains in recess until next week. Upon returning, it has about 12 legislative days before members depart Washington once again to campaign for re-election. Before the fall recess, Congress must adopt a short-term funding bill to continue all federal programs into federal fiscal year 2015, perhaps until mid-December. While there are some conservative Republican rumblings about forcing another government shutdown on October 1, that scenario is highly unlikely, given  the polling numbers during the 2013 shutdown which were very critical of the legislative branch. Once Congress returns next week, there may be more news to share on the likelihood of action on the child welfare and sex trafficking bill adopted overwhelmingly by the House in July but held up in the Senate by Senator Coburn (R-OK).

DOL Posts Workforce Reauthorization Resources: The Workforce Innovation and Opportunity Act (WIOA) was signed into law this summer.  Changes brought about by the new law have implications for TANF and other social services programs. Click here to learn more about the new law and sign up for the Department of Labor's webinars on it.

HHS Releases County Unaccompanied Minor Data: HHS's Office of Refugee Resettlement has posted numbers of unaccompanied children released to sponsors by county. The data cover 126 counties nationwide and comprises nearly 30,000 of the 37,477 children released to sponsors between January 1 and July 31 of this year. 

Care Coordination: An Opportunity to Help Drive Change: Care coordination for vulnerable populations, particularly those living with mental health or substance use disorders, can be challenging.  Scheduled September 18 from 2pm-5pm ET, this National Association of Counties' webinar will explore factors to consider when bringing together primary care providers, behavioral health or social service agencies to develop processes to coordinate care. Improving Child Welfare Practice -- Virtual Summit Series: HHS has produced 17 short videos tackling a particular evaluation-related topic, and many propose solutions to common evaluation problems and provide additional resources. Videos include overcoming data sharing concerns, how to measure changes in child well-being, and using workforce data to improve child welfare programs. The videos are typically less than ten minutes in duration. Click here to view the list.

ACE Primer Published: Prepared by the Center for Youth Wellness (CYF), this short primer entitled An Unhealthy Dose of Stress, discusses how CYF screens youth for Adverse Childhood Experiences (ACEs) which can lead to toxic stress and poor health outcomes in life. Case studies and graphics capture how ACEs are used and how stress affects a child's developing brain. 

FY 2012 TANF Recipients Data: HHS has posted tables providing FY 2012 data of TANF program recipients by characteristics and financial circumstances.

SNAP in Rural Areas: SNAP matters in rural America, according to a report from the Center for Rural Affairs. It reports that for the period 2008 to 2012, 14.6 percent of rural households received SNAP, higher than the percentage in metropolitan and small cities areas. The report also breaks down the proportion of SNAP rural households with elderly persons and children. For details, click here. 

Financial Empowerment Toolkit for Social Services Programs: The Consumer Financial Protection Bureau, in partnership with ICF International, released a toolkit to equip frontline program staff with fundamental financial empowerment principles, an understanding of consumer financial protection, tools and information to help clients take steps to build and apply money management skills, and a referral guide to link clients to local financial services. The toolkit contains information for case managers working with clients in: asset building programs, TANF and workforce programs, Head Start, refugee resettlement services, programs for at-risk youth, programs serving people with disabilities, and more.

Building Systems to End Family Homelessness: The U.S. Interagency Council on Homelessness (USICH) and federal partners developed an interactive resource designed to help communities and stakeholders build and implement an effective housing crisis response system for families. The document outlines the federal vision for an end to homelessness among families and identifies key areas of action needed to reach that vision, including the development of coordinated assessment systems, tailored housing and interventions, connection to mainstream resources, and the use of evidence-based practices. USICH includes resources, tools, and detailed information embedded throughout to support implementation of the policies articulated in the document.
