HARDWARE VS. SOFTWARE  

Rural Water Supply can be split into two equally important components, which are both essential to a self-sustaining water point.

"Hardware" consists of all of the physical aspects:
boreholes, platforms, pumps, spare parts, tools, equipment, machinery, etc.

"Software" consists of the people, training, community involvement, government/institutional support, education, etc.

This level of failure represents an investment of $1.2 to $1.5 billion over the past 20 years.

THINKING LONG TERM
(1) Appropriate Technology:
Important considerations should include availability of water, desired water output, availability of spare parts, local capacity for maintenance and repair, and funding for future repairs.

(2) Quality:
Avoid using equipment and parts made with poor craftsmanship or from low quality materials that break or corrode easily.

(3) Community Involvement:
Create a sense of ownership by requiring some initial investment from the community members and keep them involved in the planning, drilling and construction of the well.


(4) Rules:
Establish who will have authority over access and use of the pump, set and collect tariffs, and be responsible for repair work.

(5) Follow up:
Have a plan ready in advance for monitoring the status of the pumps for years after it has been built.

(6) Share:
Allow others to learn from stories of your successes and failures so that they may improve their own projects. Contribute your data to public databases, water point mappers, government records, etc.
