2014 NACO Scholarship Applications Available

Nebraska high school seniors who are the children, stepchildren, or under the legal guardianship of county officials or employees are encouraged to apply for one of twelve $1,000.00 NACO scholarships. Additional information and the application form can be found under the 'Services' tab on the NACO website. The scholarship application deadline is March 1, 2014. Nebraska Public Service Commission Receives Initial Report of the Next Generation 911 Study |
The Nebraska Public Service Commission received the initial report of the Next-Generation 911 study pursuant to LB 505 on January 31, 2014. The report can be read on the Commission's website or by clicking here. Any interested parties should file comments with the Commission on or before February 18, 2014.

Does your web browser take a long time to open, or do the toolbars on your browser take up so much space you have to constantly scroll up and down to see the content of a website? The most common cause of these behaviors is unwanted and unneeded toolbars and add-ons that have been installed on the computer.
The toolbar that most commonly gets added to browsers inadvertently is the Ask.com toolbar. This toolbar often gets loaded when doing important Java updates. During the Java setup procedure one of the screens has an option to "Install the Ask Toolbar and make Ask my default search provider." This option is checked by default and often gets overlooked during the Java update. Suddenly, after the Java update, you have a new toolbar on your browser and anytime you search for something in your address bar you go to Ask.com instead of Google or Bing like you are used to.
Another toolbar that often gets added to Internet Explorer is the Google Toolbar. The Google Toolbar is usually added during Adobe Flash Player updates. The Adobe Flash Player update will also install Google Chrome and make it the default browser if you do not clear the checkbox that says, "Yes, install Chrome as my default browser and Google Toolbar for Internet Explorer." The Google Toolbar is not needed by most users because Internet Explorer has the ability to use Google as your search provider without the need to install a toolbar.
In order to prevent these toolbars from showing up on your system, you should always take the time to read the installation steps carefully. If anything is checked that you do not want on your system, be sure to uncheck the box before continuing. If you are unsure, contact your IT department and ask if it is something that is needed.
If you have already installed the toolbars and want to get rid of them, you can uninstall them through your operating system's Add/Remove Programs feature, or you can disable them in your browser. To disable them in Internet Explorer click on the gear icon that is usually found in the upper right hand corner of the screen. Then, click on "Manage add-ons". Find the toolbar you wish to disable in the "Toolbars and Extensions" list and then click on the "Disable" button. You will need to close and reopen Internet Explorer to see the changes you made.

| NACO's 2014 Directory of County Officials is a valuable resource that not only gives you names, addresses, phone numbers, fax numbers and e-mail addresses of every county official in the state, but includes a listing of county board meeting days, NACO districts, county seats, NACO officers and directors, affiliate officers and NACO staff. The PowerPoint presentation is available electronically at no charge (sent via e-mail) for use by counties during their annual County Government Day. The PowerPoint provides a comprehensive look at county government functions in the State of Nebraska and can be customized by each county. Registration for the 2014 NACo Cyber Symposium is Now Open
Join NACo April 9-11 in Omaha, Neb. for one and a half days of education and networking around the topics of cybersecurity. This year's symposium will follow a two-track model with targeted programming for both county officials, and IT and cybersecurity staff. Senate Passes Measure that Delays Federal Flood Insurance Premiums

High School Seniors Eligible for NACo-Nationwide Scholarships
For the ninth year, NACo and Nationwide Retirement Solutions (NRS) will award four high school seniors scholarships of $2,000 each. To be eligible, a parent, grandparent or legal guardian must be enrolled in and contributing to the NACo 457 Deferred Compensation Program, which is administered by NRS. In addition, applicants must be graduating high school seniors who are legal U.S. residents enrolled or enrolling full-time in an accredited two- or four-year college. To read more, click here.
Counties Win in Farm Bill Conference Report
PILT was extended thanks to a bipartisan farm bill conference report containing several provisions championed by NACo. The bill reauthorizes county priorities within the Rural Development Title and protects county authority over forest roads. To read more, click here.

The MacArthur Foundation is a dedicated leader in advancing juvenile justice reform across the country, parimarily through its Models for Change intiative. Models for Change promotes greater use of evidence-based practices, improving aftercare and mental health services, increasing community-based alternatives to incarceration and reducing racial and ethnic disparities. This webinar will provide an overview of why juveniles should be treated differently in the justice system and Model for Change can help our county improve public safety and support kids, even while faced with tight budgets and tough fiscal decisions. This webinar is the first in a four-part series that will highlight how the Models for Change juvenile justice system reform initiative has supported counties and states in reforming how they treat kids who have committed crimes.

NACO Institute of Excellence Enrollment Open Now

The NACO Institute of Excellence is tailor-made to target the skills, tools and needs that Nebraska county officials have identified as important to their work and professional development. Based on the results of a NACO/Extension survey, the Institute was developed to provide communication and leadership training on the issues faced by today's county officials. It will help participants manage effectively and lead change.
Sessions are taught by faculty from University of Nebraska-Lincoln Extension and the Department of Agricultural Leadership, Education and Communication, and the University of Nebraska-Omaha School of Public Administration.
