Registration
The registration fee for NACO's 119th Annual Conference is $135.00. Written notification of conference registration cancellation must have been received by NACO prior to November 22. Refund of advance registration fee, less a $25.00 administrative fee will be made by mail at the conclusion of the conference. On-line registration for the conference will be shut down on Wednesday, December 4 at 5:00 p.m. After this time, you may register at the conference at the registration desk.

Nebraska Crime Commission Announces Availability of Office of Violence Prevention Grant and 2014 Community-Based Juvenile Services Aid Enhancement

The Nebraska Crime Commission announced the availability of FY 2013 Office of Violence Prevention Grant (OVP). The application instructions outline general guidelines, eligibility, and funding requirements can be viewed by clicking

The Nebraska Crime Commission also announced the availability of 2014 Community-Based Juvenile Services Aid (CB) and 2014 Community-Based Juvenile Services Aid Enhancement. The Request for Proposal (RFP) outlines general guidelines, funding requirements, and application instructions for both grant programs, CB and EB. State and Local Implementation Grant Program and FirstNet Broadband Project Information Sharing Workshop to be Hosted by Nebraska Office of the Chief Information Officer

On December 18 & 19, 2013 the Nebraska Office of the Chief Information Officer (OCIO) will host a two part information sharing workshop regarding the State and Local Implementation Grant Program (SLIGP) and the FirstNet broadband project. A portion of this workshop will be a presentation by the Department of Homeland Security's Office of Emergency Communications (OEC) on understanding the National Public Safety Broadband Network. This workshop will be held at the Holiday Inn at 110 2nd Avenue in Kearney, NE.

General Mailing and Filing Provisions Outlined in Statutes for Tax-related Documents
Article 49, Chapter 12 of the Nebraska statutes include provisions related to mailings and filings.
There is a presumption of a mailing in Neb. Rev. Stat. � 49-1201 under certain circumstances, including when any report, claim, tax return, tax valuation, equalization, or exemption protest, or tax form, petition, appeal, or statement, or any payment required or authorized to be filed or made to the State of Nebraska, or to any political subdivision thereof, is:
(1) transmitted through the United States mail; (2) mailed but not received by the state or political subdivision; or (3) received and the cancellation mark is illegible, erroneous, or omitted.
Such mailing is deemed filed or made and received on the date it was mailed if the sender establishes by competent evidence that the report, claim, tax return, tax valuation, equalization, or exemption protest, or tax form, petition, appeal, or statement, or payment was deposited in the United States mail on or before the date for filing or paying.
Additionally, there are provisions relevant to delivery and a postmark date of the mailings referred to in section 49-1201. If any report, claim, tax return, tax valuation, equalization, or exemption protest, or tax form, petition, appeal, or statement, or any payment, is sent by United States mail and either registered or certified, a record authenticated by the United States post office of such registration or certification is considered competent evidence that the report, claim, tax return, tax valuation, equalization, or exemption protest, or tax form, petition, appeal, or statement, or payment was delivered to the state officer or state agency or officer or agency of the political subdivision to which addressed, and the date of registration or certification is deemed the postmarked date. Section 49-1202.
In a related issue, if the date for filing any report, claim, tax return, tax valuation, equalization, or exemption protest, or tax form, petition, appeal, or statement, or for making any payment, upon a Saturday, Sunday, nonjudicial day, or legal holiday, such filing or payment is considered timely if performed in person or postmarked on the next business day. Section 49-1203.
Elected Officials' Salaries Must Be Set by January 15
The salaries of all elected county officers must be fixed by the county board prior to January 15 of the year in which a general election will be held for the respective offices. Recognizing that 2014 is such an election year and that County Board members must set the salaries for the 2015-2018 term prior to January 15, 2014, the Nebraska Association of County Officials (NACO) once again renewed its continued effort to promote that fair and equitable salaries and benefits be provided to all elected and appointed county officials. NACo Past President Chris Rodgers Participates in National Freight Advisory Committee Meeting
Chris Rodgers, NACo's Immediate Past President and Douglas County, Neb. Commissioner, was in Washington to participate in a meeting of the U.S. Department of Transportation's National Freight Advisory Committee (NFAC). The NFAC was established to engage stakeholders and solicit advice and recommendations on matters related to freight transportation, including the implementation of the freight transportation requirements included in the Moving Ahead for Progress in the 21st Century Act (MAP-21). After a lengthy nomination process that began in February 2013, Commissioner Rodgers was appointed to the NFAC in June and selected to serve on the First and Last Mile Subcommittee.

Bipartisan Group of House Members Urge Budget Leaders to Fund PILT
On November 21, a bipartisan group of House members led by Rep. Scott Tipton (R-Colo.) sent a letter to House and Senate budget leaders urging full funding of the Payment in Lieu of Taxes (PILT) program. PILT provides payments to counties and other local governments to offset losses in tax revenues due to the presence of tax-exempt federal land in their jurisdictions. Congress has not yet acted to provide funding for FY2014.
