NACO's biennial County Board of Equalization Workshop will be held in Kearney on May 9, 2013 at the Younes Conference Center. County board members, county clerks and county assessors who haven't already registered should do so now because they won't want to miss this educational opportunity. Over six hours of educational sessions have been planned for this workshop, of which 4.75 hours have been approved for continuing education credit for assessors with the Nebraska Property Tax Administrator. The workshop will provide an overall review of the equalization process. To view the tentative agenda for this workshop, click here. There are two different options to register.
1) The first option includes all breaks, a luncheon, all hand out material and a printable CD of the the recently revised County Board of Equalization Handbook. The fee for this option is $50.00 for early registration and $60.00 for registrations received after April 26, 2013.
2) The second option includes all breaks, a luncheon, all hand out material and a hard copy of the recently revised County Board of Equalization Handbook. The fee for this option is $65 for early registration and $75 for registrations received after April 26, 2013. Advance registrations can now be made on-line at NACO's website for the County Clerks, Election Commissioners and Registers of Deeds Workshop scheduled for June 12-14, 2013, in North Platte at the Sandhills Convention Center.
Officers of the Clerks, Election Commissioners and Registers of Deeds Association met in April to establish agendas for their respective organizations. A tentative agenda for the workshop can be found by clicking here. This agenda is tentative because confirmation from all speakers has not been received.
Again this year, the registration fee will be $80.00 for registrations received on or before May 31, and $90.00 for those received after this date. This fee includes a luncheon and a banquet on Thursday, a reception on Wednesday evening, a luncheon on Friday, all breaks and all handout materials. Lodging and other incidental costs are the responsibility of workshop participants. Cancellations must be received in writing no later than June 7, 2013 to receive a refund. Cancellations made on or before this date in writing will receive a full refund. Cancellations made after this date will receive a refund minus a $20.00 administrative fee.
Guest rooms may be reserved by contacting the Quality Inn at (308) 532-9090. Room rates are $72.95 single/double. When making reservations, inform hotel staff that you are attending the NACO workshop to receive the contracted rate.

Conference Matters |
Lodging
Lodging for NACO's 119th Annual Conference will become available on May 10, 2013 at 10:00 a.m. CST. The conference will be held in Omaha December 11-13 and this year you will be able to make lodging reservations electronically by visiting the Omaha Convention & Visitors Bureau website and clicking on NACO's microsite. The link to the microsite is available here and is also posted on NACO's website. Once you click on NACO's microsite, you will be able to choose the contracted hotel of your choice along with the dates you will require for lodging. Hotel reservation options will not be available until May 10 at 10:00 a.m. CST. Initially, a valid credit card will be required for securing your lodging. Once you have secured your lodging via credit card, you will be able to access a credit application for direct billing and will be required to complete and submit a tax exempt form (all forms will be available on the microsite).

NACO Awards Scholarships |
Twelve children of county officials and employees have been selected to receive $1,000 NACO scholarships to assist with college expenses for the 2013-14 school year. In order to be eligible, students must graduate this spring from a Nebraska high school and attend a post-high school educational institution within the state of Nebraska.
NACO scholarship award recipients for 2013 are: Amy Ahlers, Boone County; Sapphire Andersen, Hamilton County; Nolan Dethlefs, Howard County; Grady Frickey, Buffalo County; Siara Fritz, Knox County; Alex Gurciullo, Lincoln County; Kamara Hackerott, Madison County; Mitchell Heavican, Colfax County; Jordan Hoeft, Phelps County; Ryan Taylor, Box Butte County; Hannah Walgren, Polk County; and Patrick Watchorn, Dixon County.

Real Property Value Percentage Change by County |

Nebraska Access Program |
The Federal Lands Access Program (Access Program) provides funds for work on public highways, roads, bridges, trails, and transit systems that are located on, are adjacent to, or provide access to Federal lands. These facilities are owned or maintained by a state, county, town, township, tribe, municipal, or local government. This program is a new program, being created under Moving Ahead for Progress in the 21st Century (MAP-21). This program places emphasis on projects that provide access to high-use recreation sites or economic generators.
Administering the Program
In the coming months, Central Federal Lands highway Division (CFLHD) will be working with each of the states under its jurisdiction to develop each state's Programming Decisions Committee (PDC). The PDC will be responsible for selecting projects for each state's Access Program. the PDC will establish project selection criteria and administering calls for projects.

Windows XP and Office 2003 End of Support We are now less than one year away from April 8, 2014 which is the end of Microsoft's support for Windows XP and Office 2003. Once Microsoft's support for these products ends they will not provide any security updates, hotfixes, or assisted support for Windows XP or Office 2003.
In the September 21, 2012 MIPS Bytes article the importance of Windows updates was discussed. The security of your Windows XP systems, and the security of your network could be compromised without the hotfixes and security updates provided by Microsoft. Many network administrators will not allow unsupported operating systems on their networks because of the security risks involved.
One of the other issues unsupported operating systems face is limited support from software and hardware vendors. Often times, when writing software, we find ourselves needing to write a "work around" for older operating systems. Once the operating systems are no longer supported by Microsoft a lot of the "work arounds" are removed from the code to make the programs more efficient and to allow the use of new features in the newer operating systems. Also, it is hard for us, as programmers, to test the "work arounds" thoroughly because we no longer have access to the old, unsupported operating systems.
As the calendar nears April 8, 2014, it is highly recommended that you put a plan in place to upgrade all of your old Windows XP machines to Windows 7 or newer machines. Keep this in mind as you are preparing your budgets for the next fiscal year so you can be secure when support ends for Windows XP and Office 2003. |

The PowerPoint provides a comprehensive look at county government functions in the State of Nebraska and can be customized by each county.
