Reform is in the Air
|
The NYS Constitution, re-enforced by court rulings during the administration of Gov. George E. Pataki, gives the executive power to propose budgets specifying both spending levels and policy, the former subject to legislative tinkering, the latter not.
Now, Mr. Cuomo is using that power to impose ethics reforms on the legislature, which must adopt his policy positions if items
more amenable to the membership are to succeed. The legislature as a Hobson's Choice, de-fund but not alter, the governor's ethics reform package. They are likely to cooperate since member items are on hold but the existing porcine feeding trough from previous budgets is larded with items legislators want.
The governor wants full disclosure of all outside income, limits on the use of campaign funds (currently slush funds for personal usage), replacement of the automatic per diem ($172) each member receives on session days with reimbursement of actual expenses, full disclosure of campaign donations, and pension forfeiture of corrupt lawmakers. The devil, of course, is in thedetails. Sleight of hand is what these forks are about so stay tuned andalert as they try to extract political gain from the mere appearance of reform.

HOS Declaration 'til March 6
|
As reported prvioulsy, the current Declaration gr ants "waivers" until March 6. NYPGA remains in contact with State Officials regarding conditions and their impact on delivery and transportation of fuels.

John Bagioni of NYPGA's Weather Update service published his most recent update early this morning:

"I like a call for a general 3 to 5 inch snowfall average from about 5 PM Sunday to 9 AM Monday from southeastern NY, Albany southward, eastern PA/NJ, far southern VT & far southern NH, most of Massachusetts and all of CT/RI.
I must mention though that the latest model data is a bit juicier and it is well within the realm of possibilities that the areas mentioned above may need an adjustment into the 4 to 7 inch range with spot higher totals may be needed as we assess newer data Saturday...
Further west, the snow will develop across western and central NY during the early to mid-afternoon period Sunday and exit prior to daybreak Monday; I expect at general 3 to 5 inch snowfall across many of these areas with some spot 6 inch amounts...

Further north across Upstate NY, central and northern VT, central and northern NH and most of Maine, I currently favor a general 1 to 3 inch snowfall with some terrain induced higher totals; although it could be hard to get meaningful snowfall across far northeastern NY, far northern VT, far northern NH and northern Maine...
We could see a late bump northward of the snow shield and maybe I am under-estimating the how far north the measureable snow will spread, but right now I am wary of getting very bullish on meaningful snow across central and northern VT/NH, far northeastern NY and northern Maine...
It does look like this event will produce a disruptive Monday morning commuting period across parts of eastern PA/NJ, southeastern NY and most of Southern New England..."

Spring Meeting March 30-31, 2015

The Agenda and Registration form for the Monday March 30 and Tuesday March 31 NYPGA 2015 Spring Meeting in Troy NY were published earlier this week.
Registrations are flowing in by email and fax.
Monday's activities will begin at Noon and Tuesday will be an "all day" event ending with a sponsored cocktail party late afternoon/early evening.

Albany Days
|
Unfortunately, due to time constraints placed on this year's NYPGA Spring Conference (March 30-31), it has become apparent that we will be unable to hold our organized lobbying event, "Albany Days" for the upcoming legislative session. We plan on resuming the "Albany Days" event next year as time permits.
However, we continue to encourage all our members to visit with their state legislators, whether at home or in Albany, to discuss issues facing the propane industry in New York. If any NYPGA member has questions about arranging a meeting with their legislator or issues facing the industry, they are encouraged to contact NYPGA lobbyist Richard Brescia at nyall@nycap.rr.com or NYPGA Executive Director Shane Sweet at shane.sweet@nypropane.com.
