Budget Passes, but not without Discussing School Funding Formulas

The Hartford Board of Education approved the District's
2013-2014 budget last night by a vote of 6-1.

The 2013-2014 budget for the Hartford Public Schools tops off flat, general funding from last year with a tiny increase this year in special funds, for an overall point-four percent increase.  The District's recent reliance upon conditional or short-term revenues and benefits savings may have run its course, making next year the year that austerity really comes home to roost.  Without other discussion items, the Board was left to explore how equitable the current school funding formula is in Hartford.  That was illuminating.

The fledgling Hartford Promise scholarship program has generated $4 million, one-third of its fundraising goal, toward providing an on ramp to college for Hartford students.  Recent discussions by leaders of the longer-running scholarship programs in Kalamazoo and New Haven suggest another aspect perhaps even more crucial to the promise than are the dollars: a little culture shock.

Community Programs Coordinator and Parent Organizer Lourdes Fonseca presented on the three key factors that have made our Choice Education Program a success over the past three years.  What works is often the most simple of strategies.
