The Hartford Public Schools' annual performance targets emerged as a top city topic this week.  And while the benchmarks were approved unanimously by the five Board of Education members present, several questions were at the heart of accountability and goal setting for a reform-minded district.  Here's one of them: How long is it really going to take to close the achievement gap?
