 WOLF TRANSITION BEGINS

 

Gov.-elect Wolf has already begun to establish his transition teams and to select key staff to serve in his administration.

 

Katie McGinty, who ran against Wolf in the primary and served as Secretary of Environmental Protection under Governor Ed Rendell, was named shortly after the election as Wolf's chief of staff. Other key staffing positions are expected to be announced in the next couple weeks.

 

Top leadership of the transition team was also announced. John A. Fry, President of Drexel University, will serve as Transition Chair. Serving as Vice-Chairs will be York Mayor Kim Bracey, Community Leader Cindy Shapira, and Jim Brown, Sen. Robert Casey, Jr.'s Chief of Staff. Bracey is currently Legislative Co-Chair of the Pennsylvania Municipal League.

 

Montgomery County Commissioner Chairman Josh Shapiro has been named vice-chair of a special Budget Deficit and Fiscal Stabilization Task Force, chaired by former Rendell Budget Secretary Mary Soderberg. The Independent Fiscal Office just released its five-year economic and budget outlook, which predicts that the state will face a shortfall of $1.85 billion in FY 2015-2016, including $171 million related to the current fiscal year and $1.679 billion related to the coming year. COUNTIES TO SEE LEGISLATIVE DELEGATION CHANGES

   

Counties will see changes to their state legislative delegations for the 2015-2016 session, both as a result of the Nov. 4 election, and as a result of new legislative districts taking effect.

 

Twenty-six new House members and seven new Senate members will be sworn in Jan. 6. In the House 22 members were elected to fill seats of resigning legislators, while four defeated incumbents. In the Senate (for which only half of the 50 seats were up for election) six vacant seats were filled and one incumbent was defeated.

 

Republicans widened their majorities in both the House and the Senate. In the House, Republicans gained eight seats for a 119-84 majority, while on the Senate side, three districts changed from Democratic to Republican representation, giving the Senate GOP a 30-20 majority.

 

Further, changes due to legislative redistricting take effect in the 2015-2016 session, which will also have an impact on county legislative delegations. There are 55 state House districts that either added or lost counties as a result of redistricting and 26 state senate districts that were adjusted (including Senate districts for which elections were not held this year). COMMISSIONERS AT THE POLLS

 

A number of current and former CCAP members appeared on the November 2014 general election ballot, seeking state or federal office. Complete election results are on the Department of State web page, www.dos.state.pa.us.

 

Lieutenant Governor

Former Bucks County commissioner and CCAP Board member Jim Cawley (R) was unsuccessful in reelection for Lieutenant Governor.

 

Congress

Chester County commissioner Ryan Costello (R) won election to the open 6th district Congressional seat. Michael Fitzpatrick (R), 8th district congressman and former Bucks County commissioner, won reelection.

 

PA Senate

Former Montgomery County commissioner Ruth Damsker (D) was unsuccessful in her race in the 12th district. Delaware County councilmember Thomas McGarrigle (R) won election to the 26th district seat being vacated by former Delaware County councilmember Edwin Erickson (R). Incumbent John Eichelberger (R), former Blair County commissioner and CCAP Board member was unopposed for reelection to his 30th district seat.

 

Former Monroe County commissioner and current 176th House district representative Mario Scavello (R) won in the redistricted 40th district Senate seat. Incumbent and former Allegheny County councilmember Wayne Fontana (D) was uncontested in the 42nd district. Chester County commissioner and CCAP Board member Kathi Cozzone (D) lost her bid for the 44th district seat. Current 17th district House member and former Mercer County commissioner Michelle Brooks (R) won election to the open 50th senatorial district seat.

 

PA House

Nearly all of the House incumbents who are former CCAP members were unopposed on the November ballot. Included are former Erie clerk to council Flo Fabrizio (D-2nd), former Mercer County solicitor Mark Longietti (D-7th), former Greene County commissioner and CCAP second vice president Pam Snyder (D-50th), former Clarion County commissioner Donna Oberlander (R-63rd), former Perry County commissioner and CCAP president Mark Keller (R-86th), former Dauphin County commissioner John Payne (R-106th), former Bradford County 

commissioner Tina Pickett (R-110th), former Schuylkill County commissioner and CCAP officer Jerry Knowles (R-124th), former clerk to Lehigh County council Steve Samuelson (D-135th), and former Delaware County councilmember Tom Killion (R-168th).

 

Incumbent and former Centre County commissioner Scott Conklin (D-77th) defeated a Libertarian challenger, as did former Northumberland County commissioner Kurt Masser (R) in reelection to his 107th district seat.

 

Lycoming County commissioner and CCAP Board member Jeff Wheeland (R) mounted a successful challenge to incumbent Rick Mirabito in the 83rd district.

 

Former Mercer County commissioner Dick Stevenson (R) chose not to stand for reelection in the 8th, and former Lebanon County commissioner RoseMarie Swanger (R) chose not to run again for her 102nd district seat
.  

 

HOUSE SENATE SELECT 2015-2106 LEADERSHIP

 

The House and Senate convened on Nov. 12 to choose their leadership for the 2015-2016 session. Formal elections for Speaker of the House and Senate President Pro Tempore will be held by their respective bodies on Jan. 6 when the General Assembly returns to swear in new legislators. On the House side, Rep. Mike Turzai (R-Allegheny), currently the House Majority Leader, was selected by his caucus as Speaker of the House designee, filling the vacancy left by the retirement of Rep. Sam Smith (R-Jefferson). Rep. Dave Reed (R-Indiana) was chosen to replace Rep. Turzai as majority leader. Rep. Bill Adolph (R-Delaware) will remain House Appropriations chair and Rep. Sandy Major (R-Susquehanna) will remain majority caucus chair. Rep. Bryan Cutler (R-Lancaster) will replace Rep. Stan Saylor (R-York) as majority whip and Rep. Kerry Benninghoff (R-Centre) will take the majority Policy Committee chair position vacated by Rep. Reed. Former CCAP member Rep. Donna Oberlander (R-Clarion) also joins the House Republican leadership team as caucus secretary.

 

In the Democratic caucus, many of the current leadership will remain in their current positions next session, including minority leader Rep. Frank Dermody (D-Allegheny), Appropriations Committee chair Rep. Joe Markosek (D-Allegheny) and caucus chair Dan Frankel (D-Allegheny).

 

In the Senate, the Republican caucus made significant changes to its leadership team, with Sen. Jake Corman (R-Centre) elected to replace Sen. Dominic Pileggi (R-Delaware) as majority leader. Sen. Joe Scarnati (R-Jefferson) was chosen to continue as President Pro Tempore. Sen. Pat Browne (R-Lehigh) was selected by the caucus to chair the Appropriations Committee to fill the vacancy left by Sen. Corman, and Sen. Bob Mensch (R-Montgomery) will replace Sen. John Gordner (R-Columbia) as caucus chair while Sen. Gordner will take the caucus whip position.

 

Sen. Jay Costa (D-Allegheny) will remain as Senate minority leader, and Sen. Vince Hughes (D-Philadelphia) will continue as Appropriations Committee chair. Sen. Wayne Fontana (D-Allegheny) will replace retiring Sen. Richard Kasunic (D-Fayette) as caucus chairman

LEGISLATIVE OUTREACH

 

With the general election now completed, CCAP is encouraging counties to meet with their new representatives and reconnect with returning legislators. While members are home in their districts, this is a great time to share legislative priorities and establish relationships for the new year. Ideas for hands-on learning could include:

  • A visit with county human services to discuss programs such as the human services block grant, child protection activities, mental health and substance abuse programs, and others.
  • A tour of the county nursing home to discuss the rising cost of care in these safety net facilities.
  • A visit to see the activity in the county 911 Public Safety Answering Point.
  • A trip to view bridges in need of repair.
  • A tour of the jail to discuss health care costs, mental health issues and space issues.
  • A discussion with commissioners about assessment and taxation issues, recycling programs, county courts and other core county services.
