BCLP seeks emerging or established community leaders who are (or want to be) actively involved in community life, credible and open-minded, open to risk-taking, passionate about their community's future, and willing to work collaboratively to promote healthy community.
The purpose of this program is to build leadership capacity, as well as help rural leaders develop and enhance the skills, knowledge and relationships they need to build and sustain healthy communities - ones that thrive in times of challenge and opportunity. Leaders come together to find common ground so they can address their community's issues and opportunities.

Making a Difference award: Winona PTA
National PTA (Parent Teacher Association) is the largest and original parent involvement group in the country. PTA spans preschool through high school. Winona-area PTAs are found in public schools. PTA is concerned about the education, health, and welfare of children and is committed to work with teachers, administrators, and communities to make area education the best it can be. PTA also supports specific areas like music, art, and physical education. The most important resource for PTA are its many volunteers that spend countless hours planning festivals, activities, educational lyceums, and book fairs. PTA members are advocates for area education. Winona-area PTAs are dedicated to helping our students in Winona succeed.
