MCAA to Testify on Fair Pay and Safe Workplaces Executive Order

This week, MCAA's Government Affairs Committee Chairman Bill Albanese will testify before the House Committee on Small Business on the Obama Administration's Fair Pay and Safe Workplaces Executive Order (EO) 13673. Representing MCAA and the Campaign for Quality Construction, Albanese will detail the MCAA/CQC position concerning the EO's objectives to improve legal compliance screening of prospective federal construction prime contractors and subcontractors. He will offer support for the EO provisions aimed at staunching the misclassification of employees as independent contractors. He also will point out the essential need to change the EO administrative procedures to require the agency Contracting Officer and Labor Compliance Advisor to review the new legal compliance certifications of covered prime contractors and subcontractors in the initial pre-award responsibility determination process. He will highlight other potential areas for abuse if primes are allowed to evaluate each subcontractor's legal compliance at the time of subcontract execution, as the order currently allows.

MCAA Lobbying Continues for Phase 2 of Pension Reform

MCA of Colorado Executive Vice President & CEO Dave Davia, MCAA member Paul Dense from Trautman & Shreve and UA representatives from Colorado and the UA national office will meet with Senator Michael Bennet (D-CO) to push for support of the new composite plan designs in the Solutions Not Bailouts (SNB) proposal that were not enacted last year. MCAA continues to press for that measure with House and Senate members of lead committees of jurisdiction. MCAA representatives met last week with Michigan Senator Stabenow in Detroit, and MCA-Maryland/ Delaware representatives met with Senator Tom Carper (D-DE), gaining support for the composite plan designs from both offices.
