2015 Student Internship Grants Coming Soon
The Year of the Intern - MCAA's initiative to connect MCAA members with future mechanical contracting professionals - will take off soon with the availability of 2015 Student Internship Grants. Each $1,500 grant - up from last year's $1,200 - will help members cover the expenses of taking an intern into their company. Our goal is to double the number of grants awarded this year thanks to generous funding from the Mechanical Contracting Education & Research Foundation. Plus, our Year of the Intern initiative will soon be powered by an exciting new website that will include: a resume posting site that facilitates the forming of student-contractor relationships; an engaging industry information site with quick-read articles and videos highlighting our innovative industry; and, a news site with the latest information about MCAA programs and activities for our student chapters. Plans are also underway to promote student internships at MCAA 2015. Watch this publication for further information.

As 114th Congress Takes Shape, Controversy Builds

The II4th Congress began by passing two amendments to the employer mandate provisions of the Affordable Care Act (aka "Obamacare") despite Senate filibuster and presidential veto threats. The first amendment, which was non-controversial, exempts employees who are veterans with government-provided health care from being included in the 50-employee threshold of the Obamacare employer mandate coverage rules. The second amendment, which faces a veto threat, would raise the weekly work hour threshold for full-time employees from 30 to 40 hours per week.  Both provisions affect the 50-employee threshold in Obamacare, which MCAA and other construction industry groups have assailed as inequitable for construction industry employers that provide health care coverage in jointly sponsored Taft-Hartley health care plans.  Because most construction industry employers fall under the 50-employee threshold, those that provide coverage under bargaining agreements are at a significant competitive disadvantage to those employers that are exempt from the mandates but don't provide health benefits coverage. MCAA has argued before the Internal Revenue Service (IRS) that its temporary rule exempting Taft-Hartley workers from the Obamacare reporting requirements should also include workers covered by Taft-Hartley plans from the Act's threshold for mandatory coverage. So far, that exemption has not been granted. The employer mandates are in effect for employers with 100 or more employees in 2015.  Next year, the mandate will affect employers with 50 to 99 employees.

Congress Takes Up Other Issues on MCAA's Legislative Agenda
The Keystone Pipeline vote is expected in the Senate this week, with 63 votes expected to support the measure, just shy of the 67 needed to override a promised presidential veto. The bill may be amended to include energy efficiency incentives for commercial buildings. The Federal Terrorism Risk Insurance Act, the first bill approved by both chambers in the 114th Congress, extends the federal reinsurance program for losses from terroristic events for six years, raises the loss threshold from $100 million to $200 million and increases the loss deductible percentage payment from 15% to 20%. The President is expected to sign the measure. The pension reform coalition was briefed this week by Congressional staff on key committee plans to consider Phase 2 of the pension reform proposal pertaining to the NCCMP's alternate plan designs in its Solutions Not Bailouts (SNB) proposal. MCAA and Horizon Actuarial Services will be briefing several MCAA local affiliates in the coming weeks on the content on the Kline-Miller Multiemployer Pension Plan Reform Act of 2014 that was just enacted into law and aspects of the SNB composite plan that key Congressional leaders have promised to consider in the 114th Congress. Please plan to attend the MCAA/Quality Construction Alliance National Issues Conference (April 27-29, Washington, DC) and join your MCAA member colleagues in helping to push Phase 2 of the multiemployer pension plan reform across the finish line in the 114th Congress.

Start the New Year Right by Making Sure Your Employees Work Safely with Electricity
NFPA Safety Training Webinars Are Open for Registration
Make sure the top resolution on your list is to sign up your employees who work with or around electricity for one of the NFPA 70E Qualified-Level Arc Flash Safety Training Webinars. The NFPA just revised the 70E code on January 1, so this webinar is a great way for employees who are potentially exposed to live conductors of 50 volts of electricity or more during their workday, and especially mechanical service technicians who work on units that generate up to 480 volts, to learn about safe work practices that will prevent incidents, injuries and worse. The next webinars will take place on January 20, 2015 at 8:00 a.m. and 1:00 p.m. Eastern time. Presented by the Hilgeman Group, the session covers all applicable OSHA and NFPA requirements, best practices, NFPA's most recent changes to the 70E requirements and provides participants with real-world accident information to reinforce the training. Contact the Hilgeman Group (ahilgeman@frontier.com) to register.
