MCAA National Update for April 28, 2014
ALI COURSE 14 IS SOLD OUT!
Course 14 of MCAA's flagship Advanced Leadership Institute (ALI) is full. The pace of this year's applications blew away last year's record, when that course sold out in June. MCAA President Chuck Fell, an ALI graduate, attributes the early sell-out to "...the honored tradition of word-of-mouth among contractors.  With November's graduating class, there will be nearly 450 ALI alumni throughout our industry.  Our members now know and equate the ALI brand with proven leadership development and every company has a need for that!"  MCAA will accept applications through the end of May for any MCAA member who may want their name added to the waiting list for Course 14.  Dates for ALI Course 15 are September 27-October 2, 2015 (Week One) and November 8-13, 2015 (Week Two).  The Course 15 application is under development; watch for the announcement of its availability here.  For questions about the ALI or to ask for a Course 14 WAIT LIST application, contact Dennis Langley (dlangley@mcaa.org).

PENSION REFORM TAKES CENTER STAGE
MCAA and MCAA local affiliates stepped up the education of lawmakers in their Congressional districts recently with business and labor jointly pressing for badly needed multiemployer pension reform enactment this year before plan funding deterioration brings cascading effects on the system.  MCAA has worked in conjunction with local affiliates and MCAA members - often with strong UA backing - to reach out to lawmakers in their districts in Indiana, Missouri, Colorado, California and Massachusetts with similar efforts planned for Maryland, Pennsylvania and Ohio.  During a meeting this week with House Education and Workforce Committee Ranking Member George Miller, Northern California MCA members and staff and officials from United Association Locals 159 and 342 were advised that the pension reform bill, based on the MCAA-backed proposal, Solutions Not Bailouts, is beginning to move in Congressman Miller's committee.  Congressman Miller urged the groups to continue pressuring lawmakers in their districts with business and labor support.  He acknowledged that enactment of this proposal this year is essential to prevent deeper deterioration in overall plan funding levels and further jeopardy to the solvency of the Pension Benefit Guaranty Corporation (PBGC).  Pension reform is a top priority for the MCAA and Quality Construction Alliance National Legislative Conference this week.  Go to BloombergGov on the Internet on Thursday, May 1 at 8:00 a.m. Eastern time to view a streaming webcast of the conference discussion program. 
PROCUREMENT REFORMS MOVING 

MCAA-backed procurement reform measures are shaping up again this year.  The 2015 National Defense Authorization (NDAA) measure will be marked up in the House Armed Services Committee during the week of May 5.  Several MCAA-backed procurement reforms may be appended to that measure. They are:

  1. HR 776, requiring U.S. Treasury securities to back individual surety bonds;
  2. HR 2751, banning Internet reverse auctions for direct federal low-bid construction procurement;
  3. HR 2750, requiring federal agencies to short-list no more than five design-build firms in negotiated selection procedures for DB federal construction projects.

MCAA and the Quality Construction Alliance groups - TAUC, SMACNA, ICE-BAC, FCA and the National Subcontractors Alliance - are also working to gain inclusion in the 2015 NDAA of HR 1942, sub bid listing on low-bid, and low-price/technically acceptable (LPTA) award procedures for direct federal construction projects. The industry's position is that sub bid listing is as meritorious and necessary a reform as the three measures above. The Senate Armed Services Committee is also holding a hearing on April 30 on Reform of the Defense Acquisition System in anticipation of the 2015 NDAA moving to the Senate, where the above-noted procurement reforms also may be germane.

NFPA 70E QUALIFIED-LEVEL ARC FLASH SAFETY TRAINING WEBINAR SAVES LIVES
If your service technicians or other employees who work with or around electrical equipment have yet to participate in the life-saving training provided by the NFPA 70E Qualified-Level Arc Flash Safety Training webinar, make sure they register for one of the next webinars on May 20, 2014 at 8:00 a.m. and 1:00 p.m. Eastern time. MCAA/MSCA members' employees who are potentially exposed to live conductors of 50 volts of electricity or more during their workday, and especially mechanical service technicians working on units that generate 480 volts or less, should attend. Presented by the Hilgeman Group, the session covers all applicable OSHA and NFPA requirements, best practices and NFPA's recent changes to the 70E requirements and provides participants with real-world accident information that will reinforce the importance of this training. HIRING A STUDENT INTERN?  APPLY FOR A STUDENT INTERNSHIP GRANT!
If you're planning to hire a student intern for the upcoming summer months, you qualify to apply for a 2014 Student Internship Grant.  The $1,200 grant, funded by the Mechanical Contracting Education & Research Foundation and administered by the MCAA Career Development Committee, helps MCAA member employers offset the intern's salary.  Students gain valuable work experience, knowledge about the industry and connections with potential future employers. Their employers may benefit from the interns' energy, knowledge about new technologies and fresh perspective on challenging issues.
