Farm Service Agency Administrator Juan Garcia Retires

WASHINGTON, DC -- Yesterday, U.S. Secretary of Agriculture Tom Vilsack announced the retirement of Farm Service Agency (FSA) Administrator Juan M. Garcia.  Garcia has served as Administrator since July 2012 and has been instrumental in implementing the new Farm Bill. 

 

"Juan's hard work and sound leadership have helped to create new opportunities and achieve record results for America's farmers and ranchers, including the 2014 Farm Bill disaster assistance programs...that have provided relief to thousands of producers as they rebuild in the face of natural disasters," said Vilsack. 

 

Garcia has worked for FSA in various capacities for over 36 years, with most of his time spent with FSA in his home state of Texas, including as State Executive Director. 

 

"As an industry, we want to thank Juan for his years of service and dedication to agriculture and for always being accessible and understanding our issues," said Linda Raun, an El Campo, Texas rice producer.  "I had the opportunity to work directly with Juan for many years in Texas and consider him a personal friend and wish him all the best in the future."

 

USDA has not yet announced a replacement for Garcia.

Progress Report on New Trade Position at USDA

WASHINGTON, DC -- USA Rice Federation COO Bob Cummings briefed the board of the Food & Agriculture Export Alliance (FAEA) about progress towards establishing an Under Secretary for International Trade at the U.S. Department of Agriculture.

 

"This new position, mandated in the Farm Bill, is the most significant long-term trade provision of the law," said Cummings.  "It would bring focused management of USDA's disparate trade facilitation activities under one senior position."

USA Rice is a member of a small working group from among nearly 30 agriculture organizations who support this position. The FAEA is made up of livestock, dairy, soybean, and feed grain groups who have long sought a more efficient international trade structure at USDA.

The Farm Bill required a progress report on the proposed position from the Secretary by August 7.  "Unfortunately, USDA was unable to make this date," said Cummings. "Agriculture groups stand ready to assist the Secretary in working through the many complex decisions ahead so that this new trade position can be established."

USDA/FAS Confirms Rice and Wild Rice are Not Part of Russia's Agricultural Ban

and wild rice 
MOSCOW, RUSSIA -- In a Global Agricultural Information Network report posted yesterday evening, the U.S. Foreign Agricultural Service confirmed that rice and wild rice are not on the list of banned imports of agricultural products from the U.S., the European Union, Canada, Australia, and Norway, as reported here yesterday. 

 

The products ban does include beef, pork, poultry, fruits, vegetables, fish, seafood, cheese, and milk.  The restrictions on these imports went into effect yesterday and will last for one year.
