PENNSYLVANIA (H 1198)
On July 13, 2016, Governor Tom Wolf signed House Bill 1198,HB1198 expanding the current film tax credit program as outlined below:
  • Increases the annual funding cap on new issuances of credits from $60 million $65 million per fiscal year;
  • Creates a 30% credit for postproduction only expenses when incurred in approved facilities within PA;
  • Permits the state to reissue the balance of unused funds in cases where the actual credit awarded falls below the amount initially approved, beginning July 1, 2017;
  • Requires withholding of PA tax on payments to individuals for amounts to be considered a qualifying PA production expense; and,
  • Establishes a credit for expenses related to concert activities and video game production taking place in PA, beginning July 1, 2017.

SOUTH CAROLINA (H 5001)
House Bill 5001SC5001, enacted by the South Carolina legislature on June 15, 2016, allocates approximately $13.3 million to the film program and allows the film office to fulfill wage and supplier rebates without distinction as to the source of funds. Previously, each rebate was individually capped according to its own specific funding allocation.

ALASKA - This program is officially suspended and no new applications are being accepted.
ARKANSAS - No cap.
CALIFORNIA$72 million is available for new TV, recurring, pilots, MOWs, and mini-series; $60.8 million is available for relocating TV; $28.5 million is available for feature films; and, $6.5 million is available for independent films through 6/30/2017. 
CALIFORNIA, SANTA CLARITA - $75k is available through 6/30/2017.
COLORADO - $2.3 million is available through 6/30/2017.
CONNECTICUT - No cap.
DISTRICT OF COLUMBIA - Less than $500,000 is available through 9/30/16. Funds made available beginning 10/1/2016 have not yet been appropriated.  
FLORIDA, SARASOTA COUNTY - Funds are available through 9/30/2016. A replenishment of up to $250k becomes available 10/1/2016.
GEORGIA - No cap.
HAWAII - No cap.
IDAHO - Program is not currently funded.
ILLINOIS - No cap.
KENTUCKY - No cap.
LOUISIANA - No funds are currently available through 6/30/17. $160 million becomes available 7/1/2017.
LOUISIANA, SHREVEPORT - No cap.
MAINE - No cap.
MARYLAND - $11.5 million is available through 6/30/2017.
MASSACHUSETTS - No cap.
MINNESOTA - $4.5 million is available through 6/30/2017.
MISSISSIPPI - $20 million is available through 6/30/2017.
MONTANA - No funds are currently available.
NEVADA - No funds are available thru 6/30/2017. Additional funding determined by the legislature, if any, will become available 7/1/2017.
NEW MEXICO - $50 million available through 6/30/2017.
NEW YORK - Funds are available. Contact the film office for more details.
NORTH CAROLINA $30 million is available through 6/30/2017.
OHIO - $8 million is available through 6/30/2017; $40 million becomes available on 7/1/2017.
OKLAHOMA - $5 million is available through 6/30/2017.
OREGON - For the OPIF program, $12 million is available but is expected to be exhausted by 6/30/2017. The Greenlight Oregon program is not capped.
PENNSYLVANIA - $60 million is available through 6/30/2017.
PUERTO RICO - $50 million is available through 6/30/2017.
RHODE ISLAND - $11 million is available through 12/31/2016; $15 million becomes available on 1/1/2017.
SOUTH CAROLINA - $10 million is available through 6/20/2017. Contact the film office for more details.
TENNESSEE - $14.5 million is available through 6/30/2017.
TEXAS - Funding is limited. Contact the film office for more details.
US VIRGIN ISLANDS - $2.5 million is available through 12/31/2016.

CROATIA -Estimated 20M HRK available through 6/30/2017. Contact the film office for more details. 
CZECH REPUBLIC - No funds are available through 12/31/2016. A minimum of 800M CZK will become available 1/1/2017. Projects may register at any time, however, as costs incurred after the date of registration qualify for the rebate and can draw from the 2017 funds. Contact the film office for more details.
DOMINICAN REPUBLIC - No cap.
FRANCE - No cap.
GERMANY - Funds are currently available through 12/31/2016. 50 million euro becomes available 1/1/2017. Contact the film office for more details.
